Objectives

The primary objectives of this tender are to:

• Provide a comprehensive understanding of the C-BRTA’s ICT expenditure across all divisions, vendors, and initiatives through detailed spend analysis. This aims to identify cost drivers, hidden inefficiencies, and spending patterns to enhance transparency and support informed decision-making.
• Identify opportunities for cost reduction via demand rationalisation, vendor negotiations, and process optimisation. The goal is to develop a clear, actionable roadmap outlining how these savings can be achieved, prioritising high-impact areas.

Scope

The scope of work includes, but is not limited to:

• Conducting a complete analysis of the C-BRTA ICT spend, covering:
• Software and Licensing
• Data Centre Spend
• Network and Mobile
• Cloud
• ICT Labour
• Internet-Connected Devices
• Telecom Expenses
• Delivering key outputs such as a Cost Baseline Analysis and a Roadmap for savings realization.
• Identifying specific opportunities for cost savings and developing initiatives to enable these savings.
• Creating a detailed roadmap that outlines how cost reductions will be implemented and realised.

Technical Requirements

The technical requirements include:

• Providing a detailed project plan with deliverables, milestones, scope, schedules, costs, and resources.
• Developing a methodology for managing the project effectively.
• Conducting a comprehensive analysis of ICT spend areas and identifying cost-saving opportunities.
• Developing a clear, actionable roadmap for cost reduction initiatives.
• Ensuring confidentiality of data, with secure handling and return of data post-project.
• Delivering regular reports and facilitating meetings as needed throughout the project duration.

Skills Requirements

The successful bidder must demonstrate:

• Experience in ICT spend analysis and cost optimisation, with a minimum of five (5) years’ experience for key personnel such as the Partner/Director and Senior Technical Specialist/Manager.
• Proficiency in developing detailed project methodologies, practices, and templates for ICT cost assessment and optimisation.
• Ability to provide references and evidence of previous successful ICT cost optimisation projects.
• Knowledge of ICT infrastructure, licensing, cloud services, network management, and telecom expenses.
• Strong project management skills, including planning, execution, and reporting.
• Capability to work collaboratively with C-BRTA and manage sensitive information confidentially.
