Objectives

The primary objective of this tender is to appoint a service provider to conduct research and generate practical, policy-relevant evidence on how municipalities can concurrently implement the Fire Brigade Services Act and the National Veld and Forest Fire Act. The study aims to assess current implementation challenges, explore existing mechanisms, and propose operational models, coordination mechanisms, and governance arrangements to improve fire services delivery across municipal categories.

Scope

The scope of work includes:

• Review of legislative and policy frameworks related to municipal fire services, including both Acts.
• Empirical data collection through stakeholder engagement (interviews, focus groups, surveys, case studies) with municipalities and relevant stakeholders.
• Comparative analysis of international and local best practices, service delivery models, and institutional arrangements.
• Analysis of challenges faced by municipalities in implementing both legislations concurrently, considering different municipal categories.
• Development of practical, evidence-based implementation approaches, including alternative service delivery models and coordination mechanisms.
• Stakeholder validation of findings and recommendations.
• Preparation of comprehensive reports, including inception, diagnostic, mapping, proposed models, draft, and final reports.

Technical Requirements

The technical requirements include:

• In-depth review of relevant legislation, policies, and international literature on municipal fire service delivery.
• Empirical research involving stakeholder engagement methods such as interviews, focus groups, surveys, and case studies.
• Comparative analysis of legislative implementation models from other jurisdictions.
• Development of feasible operational, institutional, and governance models for concurrent implementation.
• Engagement with key stakeholders for validation and practical insights.
• Delivery of a series of specified reports and presentations at various project stages.

Skills Requirements

The successful service provider must demonstrate:

• Expertise in fire services, emergency management, and related legislation (Fire Brigade Services Act, Veld and Forest Fire Act).
• Experience in conducting policy research, legislative analysis, and institutional assessments.
• Strong stakeholder engagement and facilitation skills.
• Research capabilities in comparative analysis and international best practices.
• Proven track record in delivering similar projects within government or municipal sectors.
• Qualified personnel with relevant academic backgrounds (Masters/PhD preferred) and extensive experience in local government, disaster management, or fire services.
• Capacity to produce comprehensive reports, facilitate stakeholder validation, and present findings effectively.
