Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive review of the South African Civil Aviation Authority’s (SACAA) organisational structure. The review aims to assess the current design, identify inefficiencies, and develop a revised, fit-for-purpose structure that aligns with SACAA’s mandate, strategic objectives, and modernisation initiatives. The outcome should enhance operational efficiency, service delivery, regulatory oversight, and support SACAA’s strategic focus on innovation, automation, and environmental oversight.

Scope

The scope of work includes:

• Conducting an As-Is assessment of SACAA’s current organisational structure, processes, technology, and governance.
• Identifying pain points, inefficiencies, and areas for improvement within the current structure.
• Reviewing business processes, automation initiatives, and the impact of modernisation projects.
• Designing a detailed macro and micro organisational structure, including roles, reporting lines, divisions, and departments.
• Developing recommendations to facilitate the implementation of the new structure.
• Engaging with stakeholders involved in SACAA’s initiatives and ensuring alignment with strategic objectives.
• Providing a clear rationale for structural changes and an implementation-ready design.

Technical Requirements

The technical requirements include:

• Demonstrated experience in organisational structure review, design, and implementation, with at least three (3) years of relevant experience.
• Provision of a minimum of three (3) signed reference letters from previous clients, detailing similar services rendered, including the number of employees involved and the scope of work.
• Capability to perform a comprehensive As-Is assessment covering processes, staffing, automation, and governance.
• Development of detailed macro and micro organisational structures aligned with SACAA’s mandate, including roles, functions, and reporting lines.
• Ability to map activities, identify inefficiencies, and recommend future-state (To-Be) structures.
• Preparation of a Change Management Plan and detailed project plan, including stakeholder engagement strategies.
• Provision of qualified personnel with relevant expertise, including organisational design specialists, business analysts, and change managers.

Skills Requirements

The successful bidder must possess:

• Extensive experience in organisational design, business process analysis, and restructuring.
• Proven ability to conduct detailed assessments and develop strategic organisational structures.
• Strong stakeholder engagement and change management skills.
• Technical expertise in automation, modernisation, and risk-based oversight methodologies.
• Qualified personnel with relevant academic credentials (e.g., NQF Level 7 or above in Business Analysis, Industrial Psychology, or related fields).
• Experience in managing projects of similar scope and complexity within the public sector or regulated industries.
