Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive review of the South African Civil Aviation Authority’s (SACAA) current organisational structure. The review aims to develop a fit-for-purpose, efficient, and strategic organisational design aligned with SACAA’s mandate, strategic objectives, and international standards. The project also includes creating an implementation plan or roadmap to facilitate the transition to the new structure, supporting SACAA’s broader goals of modernisation, automation, and enhanced regulatory oversight.

Scope

The scope of work encompasses:

• Assessment of the existing organisational structure, processes, technology, and governance (As-Is assessment).
• Analysis of business processes, stakeholder engagement, and identification of inefficiencies and duplication.
• Design of a detailed macro and micro organisational structure, including divisions, roles, reporting lines, and headcounts, informed by business process analysis and automation initiatives.
• Development of a revised organisational structure aligned with SACAA’s strategic objectives, risk-based oversight methodology, and international standards.
• Preparation of an implementation plan/roadmap with phased, practical, and risk-aware steps for transitioning to the new structure.
• Engagement and collaboration with relevant stakeholders involved in SACAA’s initiatives and projects.

Technical Requirements

The technical requirements include:

• Provision of a detailed As-Is assessment covering organisational structure, processes, staffing, and technology.
• Mapping and analysis of core service delivery models and functional interdependencies.
• Development of a To-Be organisational structure that aligns with SACAA’s mandate, strategic objectives, automation projects, and risk-based oversight approach.
• Preparation of a phased implementation plan that is practical, risk-aware, and strategy-aligned.
• Demonstration of capacity and experience in organisational review, design, and implementation, including providing reference letters and CVs of key team members.
• Engagement with stakeholders and integration of automation and modernisation initiatives into the organisational design.

Skills Requirements

The successful bidder must demonstrate:

• Minimum of seven (7) years of experience in organisational structure review, design, and implementation.
• Proven track record with at least three (3) reference letters from previous clients for similar services, indicating the number of employees and scope of work.
• Expertise in business process analysis, reengineering, and mapping, with experience in automation and modernisation projects.
• Capability to develop detailed macro and micro organisational structures, including roles, reporting lines, and headcounts, aligned with strategic and operational requirements.
• Qualified team members with relevant academic qualifications (e.g., NQF Level 7 or higher in HR, Industrial Psychology, Business Analysis, or related fields).
• Ability to engage stakeholders effectively and deliver a practical, phased implementation plan.
