Objectives

The primary objective of this tender is to engage a qualified service provider to conduct Business Process Reengineering (BPR) for the KwaZulu-Natal Growth Fund Agency (KZNGFA) over a period of six months. The goal is to review, redesign, and optimize the agency’s core, support, and governance processes to improve operational efficiency, effectiveness, and compliance. Change management will be a key component to ensure the successful adoption and sustainability of the redesigned processes.

Scope

The scope of work includes:

• Mapping and documenting all existing (“As-Is”) processes across KZNGFA.
• Identifying inefficiencies, bottlenecks, overlaps, and compliance risks.
• Benchmarking processes against best practices.
• Redesigning (“To-Be”) processes to enhance efficiency, accountability, compliance, and strategic alignment.
• Developing a process performance and KPI framework.
• Implementing a comprehensive change management plan, including stakeholder engagement, workshops, and training.
• Building internal capacity for ongoing process management.
• Recommending areas for future automation.

The service provider will deliver various reports, process maps, frameworks, and implementation roadmaps, culminating in a final close-out report.

Technical Requirements

The service provider must:

• Have a minimum of 10 years proven experience in Business Process Reengineering.
• Have completed at least three comparable BPR projects in the past five years, including change management components.
• Demonstrate understanding of development finance and public sector compliance frameworks such as PFMA, King IV, and Treasury Regulations.
• Prove success in facilitating organizational change within regulated environments.
• Provide contactable client references.

Key personnel to be deployed should have proficiency in roles such as Lead Consultant/Project Manager, Process Analyst, Change Management Specialist, and Sector Specialist in Finance/Investment, with relevant qualifications and experience.
