Objectives

The primary objective of this tender is to appoint a qualified service provider to:

• Conduct comprehensive condition assessments of immovable assets
• Develop detailed maintenance plans for these assets
• Update the Immovable Asset Register (IAR)
• Develop or revise the User Asset Management Plan (UAMP) for the 2027/28 financial year
• Support the Department of Sport, Arts and Culture (DSAC), its public entities, and legacy infrastructure facilities in asset management and planning for the specified period

Scope

The scope encompasses the following key activities:

1. Assessment of all immovable assets, including those outside South Africa, as captured in the existing IAR
2. Updating the IAR to reflect current status, acquisitions, disposals, and leases, conforming to existing formats
3. Conducting condition assessments in accordance with the Government Immovable Asset Management Act (GIAMA) and DSAC's UAMP templates
4. Producing condition assessment reports and verifying asset data
5. Developing or revising the User Asset Management Plan (UAMP) covering all assets, future infrastructure development, and budget considerations for the 2027/28 to 2032/33 periods
6. Preparing individual maintenance plans and estimates for each asset
7. Developing a work plan with timelines, ensuring tasks can be conducted concurrently or sequentially
8. Securing approval of the updated IAR and UAMP from DSAC officials

Technical Requirements

The technical requirements include:

• Provision of a detailed work plan addressing all tasks, with clear timelines
• Demonstration of capacity and experience in asset management, infrastructure planning, and relevant disciplines
• Key team members must be professionally registered with at least 5 years’ experience in architecture, quantity surveying, civil, structural, mechanical, and electrical engineering
• Submission of CVs, professional registration certificates, and relevant project experience
• Development of a comprehensive project execution plan (PEP) including methodology, milestones, and deliverables
• Provision of detailed asset condition reports, verification of asset data, and adherence to GIAMA standards
• Development of the full UAMP aligned with DSAC templates, including future infrastructure planning and budget summaries
• Preparation of maintenance plans with lifecycle costing estimates

Skills Requirements

The successful bidder must demonstrate:

• Experience in conducting condition assessments and asset management planning
• Proficiency in infrastructure planning, budgeting, and project management
• Ability to develop comprehensive asset registers and maintenance strategies
• Strong technical expertise in architecture, engineering (civil, structural, mechanical, electrical), and quantity surveying
• Capacity to produce detailed reports, work plans, and asset management documentation
• Knowledge of GIAMA and relevant government asset management standards
• Proven track record with similar projects, including references and project portfolios
