Objectives

The primary objective of this tender is to appoint a qualified service provider to perform data analytics using Computer Assisted Audit Techniques (CAATs), as well as to carry out data cleansing and migration activities. The engagement will commence from the date of appointment and continue until 31 March 2030, aiming to enhance data accuracy, integrity, and usability within the specified scope.

Scope

The scope of work includes:

• Conducting data analytics through CAATs to verify and analyze data records.
• Performing data cleansing, scrubbing, merging, and migration within the learner management environment.
• Verifying the existence and validity of identification numbers, full names, and surnames against relevant databases.
• Detecting and correcting corrupt, inaccurate, or incomplete records.
• Identifying active and dormant employers based on Levy-number systems.
• Identifying learners active on multiple SETA programmes.
• Assessing conflicts of interest among stakeholders, including SASSETA staff, learners, service providers, and employers.
• Identifying relationships and interests of SASSETA employees and suppliers, including family and business interests.
• Providing comprehensive reports for each activity conducted.

Technical Requirements

The technical requirements include:

• Utilization of CAATs for data analysis and audit techniques.
• Implementation of data cleansing, scrubbing, merging, and migration processes.
• Verification of data against relevant databases such as Home Affairs.
• Detection and removal of corrupt or inaccurate data records.
• Identification of active/inactive entities and duplicate or overlapping data.
• Assessment of conflicts of interest and relationships within stakeholder data.
• Provision of detailed reports on each task performed.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in data analytics, specifically using Computer Assisted Audit Techniques (CAATs).
• Experience in data cleansing, migration, and management within complex environments.
• Proficiency in data verification against government and internal databases.
• Ability to identify and resolve data inconsistencies, duplicates, and inaccuracies.
• Knowledge of stakeholder conflict of interest assessments and data privacy considerations.
• Capability to produce comprehensive reports and documentation for each activity.
• Relevant team leadership experience, including CVs demonstrating past assignments led by the team leader and project manager.
