Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive resource needs analysis and develop a service delivery model for Port Health Services (PHS) at ports of entry across South Africa. This includes assessing current capacities, identifying gaps, and designing an optimized operational framework to strengthen public health protection, ensure compliance with international health regulations (IHR 2005), and align with the Border Management Authority’s (BMA) mandate.

Scope

The scope of work encompasses:

• Mapping all operational ports of entry with current PHS functions.
• Conducting situational and needs analysis assessing human resources, infrastructure, equipment, and SOPs.
• Evaluating compliance with IHR (2005) core capacities and environmental health standards.
• Benchmarking against international best practices.
• Facilitating validation workshops and stakeholder consultations.
• Developing a multi-tiered service delivery model tailored to port size, traffic, and risk profile.
• Proposing infrastructure, human resource, organizational, and technological standards.
• Recommending governance, financing, and sustainability mechanisms including cost-recovery options.
• Designing monitoring, evaluation, and quality assurance frameworks with KPIs and dashboards.
• Providing phased implementation roadmaps, resource allocation guidance, and risk mitigation strategies.
• Estimating costs for implementation and phased roll-out.

Technical Requirements

The technical requirements include:

• Conducting comprehensive mapping and situational analysis of all ports of entry.
• Assessing current legal, policy, and operational frameworks.
• Analyzing port activity data such as passenger/cargo volumes and outbreak response history.
• Performing site visits and stakeholder engagement workshops.
• Developing risk classification methodologies for ports based on health threats and capacity.
• Proposing integrated, adaptable service delivery frameworks with minimum standards.
• Recommending ICT-enabled workflows for notifications, incident reporting, and compliance monitoring.
• Designing capacity building and training frameworks.
• Formulating inter-agency coordination mechanisms and governance structures.
• Providing detailed implementation and phased roll-out plans aligned with national health planning cycles.

Skills Requirements

The successful service provider must demonstrate:

• Experience in health system assessments and public health program design.
• Proven expertise in conducting resource needs analysis and developing operational models for port health or related sectors.
• Strong stakeholder engagement and facilitation skills, including conducting workshops and consultations.
• Technical proficiency in epidemiology, environmental health, data analysis, and health systems management.
• Ability to develop ICT-enabled workflows and digital monitoring tools.
• Capacity to produce comprehensive reports, detailed project plans, and costed implementation strategies.
• Knowledge of international health regulations, port health standards, and border management frameworks.
• Demonstrated ability to work collaboratively with government agencies, international organizations, and stakeholders at various levels.
