Objectives

The primary objective of this tender is to appoint a service provider to conduct a comprehensive demographic analysis of KwaZulu-Natal. This analysis aims to inform the Department of Social Development's transition strategy by providing an evidence-based demographic profile that will guide policy, planning, and budgeting processes. The study seeks to assess demographic trends, such as age structure, migration patterns, dependency ratios, and demographic dividends, with a focus on improving targeted interventions and service delivery.

Scope

The scope of work includes:

• Performing a detailed provincial demographic analysis incorporating historical data and future projections.
• Analyzing how demographic patterns influence:
• Labour market participation
• Service delivery planning
• Policy formulation aligned with departmental priorities
• Disaggregating data by district, gender, age, and socio-economic characteristics.
• Assessing dependency ratios, youth employment potential, elderly care needs, and persons with disabilities.
• Aligning findings with existing frameworks and strategic priorities.
• Delivering a final comprehensive report, stakeholder presentations, and policy briefs.

Technical Requirements

The technical requirements include:

• Utilizing secondary data sources such as administrative departmental data and national surveys.
• Applying quantitative and analytical research methods supported by policy analysis.
• Ensuring accuracy, reliability, and policy relevance of outputs.
• Adhering to ethical standards, including obtaining ethical approval and informed consent where applicable.
• Providing a detailed work plan with timelines and monthly progress reports.
• Delivering a final report, presentations, and policy briefs in accessible formats.
• Ensuring data protection, confidentiality, and compliance with ethical and legal standards.

Skills Requirements

The service provider's team must possess:

• Expertise in demographic research and analysis, with knowledge of demographic methods and tools.
• Understanding of the Department of Social Development’s mandate, policies, and relevant legislation.
• Experience in conducting large-scale demographic studies, including data collection, analysis, and reporting.
• Strong analytical skills supported by a record of credible research projects and publications.
• Capacity to manage ethical considerations, including obtaining ethical clearance and ensuring participant safety.
• Ability to produce policy-relevant outputs accessible to both technical and non-technical audiences.
• Capacity building skills to train departmental officials on research ethics, data protection, and use of findings.
