Objectives

The primary objective of this tender is to appoint a service provider to conduct technical skills development training focused on laptops and smart television repairs. The training aims to empower 20 MSMEs from Umhlathuze Local Municipality, enhancing their technical capabilities and fostering entrepreneurship. The program seeks to develop practical skills aligned with SAQA Electronic Qualification ID 83446, NQF Level 5, Credits 135, over a period of three months, with the goal of creating employment opportunities and supporting small enterprise growth in the region.

Scope

The scope of the project includes:

• Setting up electronic training laboratories for practical training.
• Delivering comprehensive training on laptop and smart television repairs to 20 participants.
• Providing training manuals in English and isiZulu.
• Conducting assessments (written, verbal, or practical) and issuing certificates upon completion.
• Uploading learner details and training data onto the SETA NLRD system.
• Preparing and submitting a close-out report, including a final invoice and evidence of training outcomes.
• Ensuring training is delivered within a three-month timeframe, with a facilitator-to-participant ratio of 1:20.

Technical Requirements

The technical requirements for the training include:

• Accreditation with MICT-SETA for the training provider and facilitators.
• Development of training materials, manuals, and assessment tools aligned with SAQA standards.
• Provision of necessary equipment, tools, and resources for effective practical and theoretical training.
• Implementation of a monitoring and evaluation framework to track progress and capacity transfer.
• Delivery of training in both English and isiZulu languages.
• Preparation of reports, including inception, progress, and close-out reports, with photographic evidence and attendance registers.

Skills Requirements

The successful service provider must demonstrate:

• Experience in delivering technical training on electronic repairs, specifically laptops and smart TVs.
• Proven track record of successfully completing similar training projects, supported by reference letters or awards.
• Qualified key personnel, including:
• Team Leader/Coordinator: 3-5 years of experience in skills development or training, with a relevant National Diploma in Electronics or Light Electrical Engineering (NQF Level 6).
• Training Facilitator: Registered with MICT-SETA, with at least 1 year of facilitation experience, holding a Higher Certificate in Electronics or Light Electrical Engineering (NQF Level 2).
• Assessor: Registered with MICT-SETA, with at least 1 year of assessment experience, holding similar qualifications.
• Moderator: Registered with MICT-SETA, with at least 2 years of moderation experience, holding similar qualifications.
• Ability to develop and implement training methodologies, monitoring tools, and capacity-building strategies.
• Capacity to upload learner data onto SETA systems and produce comprehensive reports.
• Effective communication skills in English and isiZulu.

The bidder must provide CVs, proof of qualifications, and relevant experience for all key personnel, using the prescribed formats (ANNEXURE B and C). The team must be capable of executing all phases of the project within the stipulated timeframe and budget.
