Objectives

The primary objectives of this tender are to provide technical support, product development, testing, and regulatory certification services to enhance the capabilities of emerging agribusinesses in the cosmetics and essential oils sector within KwaZulu-Natal. The project aims to address barriers such as limited market access, product development constraints, compliance challenges, and skills gaps, thereby enabling these businesses to produce market-ready, compliant, and competitive products that meet both national and international standards.

Scope

The scope of work includes:

• Providing technical support in product formulation, development, and packaging.
• Conducting various product testing procedures including stability, microbiological, dermatological, and compatibility tests.
• Offering regulatory support such as NCRS registration, GMP compliance, and preparation for SABS certification.
• Supporting manufacturing processes, including batch records, quality control, and labelling.
• Guiding on market preferences, consumer demands, and packaging/branding strategies.
• Monitoring and mentoring ten (10) selected agribusinesses across specified districts over six months.

Technical Requirements

The technical requirements encompass:

• Development and formulation of cosmetic and essential oil products aligned with industry standards.
• Execution of product testing such as stability, microbiological, dermatological, and preservation challenge tests.
• Regulatory compliance support including NCRS registration, GMP adherence, and SABS certification readiness.
• Preparation of comprehensive reports including inception, gap analysis, development, and close-out reports.
• Provision of skilled personnel with expertise in cosmetology, microbiology, biotechnology, or related fields.
• Implementation of quality management systems and documentation for traceability and compliance.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in product development, testing, and regulatory compliance within the cosmetics and essential oils industry.
• Capability to deliver technical support and mentorship to small and micro enterprises.
• Qualified personnel, including a Project Leader with expertise in business management, cosmetology, microbiology, or related disciplines, with relevant CVs and certifications.
• Experience in managing projects of similar scope and complexity, supported by reference letters and project documentation.
• Knowledge of industry standards such as ISO, GMP, SABS, and relevant South African regulations.
• Ability to provide comprehensive reports, facilitate training, and support market entry strategies.
