Objectives

The primary objective of this tender is to appoint a service provider to conduct a South African Sign Language (SASL) beginner course for employees within the Department of Economic Development, Tourism and Environmental Affairs (EDTEA). The initiative aims to enhance communication skills, reduce barriers, foster better engagement with the community, and promote inclusivity in line with the constitutional recognition of SASL as an official language.

Scope

The scope includes:

• Delivering a 5-day face-to-face SASL beginner course for a group of 15 employees.
• Providing a suitable venue with lunch and beverages in Pietermaritzburg.
• Supplying training manuals, learner guides, presentation materials, and other relevant resources.
• Issuing certificates of completion within 3 weeks of training, with reprinting support if needed.
• Ensuring the training covers conversational skills, basic sign language vocabulary, and interaction with Deaf persons.
• Completing the project within a duration of 1 month and 6 days.

Technical Requirements

• The service provider must facilitate face-to-face training sessions over 5 days for a group of 15 delegates.
• Provision of training manuals and relevant learning materials for participants.
• Provision of a venue with lunch and beverages for the duration of the training.
• Delivery of printed certificates of completion to participants within 3 weeks post-training, with reprint support within 10 days for any errors.
• The training must include practical exercises, content delivery, and engagement opportunities.
• The facilitator must demonstrate relevant qualifications and experience in sign language instruction, with evidence provided through CVs and credentials.

Skills Requirements

• Qualified facilitator with proven experience in teaching South African Sign Language, preferably with relevant accreditation from a recognized body such as CHE or SETA.
• Demonstrated experience in delivering similar sign language courses, supported by reference letters and project descriptions.
• Ability to develop and deliver engaging training content, including manuals and practical exercises.
• Strong communication skills, cultural awareness of Deaf communities, and the ability to foster an inclusive learning environment.
• Capacity to manage the training logistics, including venue arrangements, materials, and certification processes.
