Objectives

The primary objective of this tender is to appoint a qualified and certified service provider to conduct a comprehensive Total Reward audit for SANParks. The audit aims to verify that employee remuneration, including salaries, allowances, and other pay elements, is accurate and compliant with relevant tax and reward standards. The service provider will also assess pay equity, pay structure, employee placement, and associated risks to ensure transparency, fairness, and compliance with applicable laws and policies.

Scope

The scope of work includes:

• Data validation and integrity testing of employee-level information such as job titles, salaries, allowances, and pay elements.
• Review of pay structure and range architecture, including grading, range spreads, and progression philosophies.
• Employee placement and compa-ratio testing, focusing on treatment of outliers and transitional arrangements.
• Pay equity and equal pay analysis based on gender, race (where permissible), and job level.
• Budget impact and affordability assessment, evaluating cost changes and future risks.
• Risk assessment and remediation planning, identifying legal, financial, employee relations, and reputational risks, and developing remediation strategies.
• Preparation of detailed reports, methodologies, work plans, and evidence-based conclusions.

Technical Requirements

The service provider must demonstrate:

• Certification and experience in remuneration and reward audits, with at least 5 years of relevant experience.
• Capability to validate and analyze employee data, pay structures, and pay outcomes statistically and qualitatively.
• Ability to review and assess pay range architecture and employee placement diagnostics.
• Experience in pay equity analysis, including gender and race considerations where applicable.
• Skills in risk assessment, remediation planning, and preparing comprehensive audit reports with supporting evidence.
• Compliance with SANParks’ procurement, governance, and data security policies, including adherence to POPIA and tax compliance requirements.

Skills Requirements

The successful bidder must possess:

• Certified remuneration and rewards specialists with at least 5 years of experience in total reward cycles.
• Expertise in data validation, statistical analysis, and pay structure review.
• Proven ability to conduct pay equity and equal pay assessments, with experience in South African reward frameworks such as SARA.
• Strong analytical skills to identify outliers, risks, and compliance issues.
• Capability to develop remediation plans with clear actions, ownership, and timelines.
• Experience in preparing detailed, evidence-based reports and presenting findings to senior management and governance structures.
• Knowledge of relevant legislation, including PFMA, POPIA, and tax regulations.
