Objectives

The primary objective of this tender is to appoint a service provider to develop a new or preferred Service Delivery Model (SDM) for the KwaZulu Department of Transport. The project aims to review and propose a delivery model that aligns with the department’s strategic direction, is fit for purpose, and cost-effective. This new SDM will guide the finalization of an organizational structure capable of delivering on the department’s mandate under the latest strategic plan approved in March 2025.

Scope

The scope of the project includes:

• Reviewing the current SDM and organizational structure, which is set to expire in December 2025.
• Developing a new or preferred SDM that reflects the department’s strategic objectives and operational needs.
• Collaborating with the department using Microsoft Office applications (Word, Excel, PowerPoint, SharePoint, MS Teams).
• Providing weekly progress reports and consulting with the Project Manager to outline roles and controls.
• Engaging with stakeholders, including members of the Project Steering Committee (PSC), which is the department’s Executive Committee.
• Potentially participating in interviews or presentations as part of the evaluation process.

Technical Requirements

The technical requirements for the tender include:

• Utilization of the latest Microsoft Office applications: MS Word, MS Excel, MS PowerPoint, SharePoint, and MS Teams.
• Development of a comprehensive SDM that addresses current organizational and strategic needs.
• Preparation of weekly progress reports and collaboration with the department’s project team.
• Engagement with stakeholders through meetings and documentation.
• Provision of resources that may be subjected to interviews or assessments.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experience in developing Service Delivery Models, organizational restructuring, or similar projects within the public or private sector.
• Proven track record of completing at least five (5) similar projects, with references and completion certificates.
• Qualified project leader with relevant postgraduate degrees in Industrial and Organizational Psychology, Organization Development, Change Management, or Operations Management. Attach CVs demonstrating at least three (3) years of experience in leading similar projects.
• Qualified project team members with relevant degrees (NQF Level 6 or 7) and at least five (5) years of experience in related projects.
• Ability to develop detailed methodologies and project plans, with a minimum score of 60% in functionality evaluation.
• Strong collaboration and communication skills, proficiency in Microsoft Office tools, and the ability to work with stakeholders at various levels.
