Objectives

The primary objective of this tender is to appoint a qualified service provider to develop a comprehensive Roads and Stormwater Master Plan (RSMP) for Bela-Bela Local Municipality. The plan aims to establish an integrated, data-driven framework for planning, designing, upgrading, and maintaining the municipal road and stormwater infrastructure. It seeks to ensure safe, sustainable, and climate-resilient infrastructure that supports socio-economic development and enhances service delivery across all settlements within the municipality.

Specific objectives include:

• Assessing the condition, extent, and performance of existing road and stormwater infrastructure.
• Promoting evidence-based planning, budgeting, and resource optimization.
• Enhancing accessibility, connectivity, and flood resilience.
• Identifying drainage deficiencies and deteriorated road sections requiring rehabilitation or upgrading.
• Developing prioritized investment plans with cost estimates and phased implementation strategies.
• Implementing an electronic Asset and Pavement Management System for effective monitoring and reporting.
• Formulating engineering standards and policy recommendations for infrastructure management.
• Strengthening institutional capacity through skills transfer, training, and integration into broader planning frameworks.

Scope

The scope encompasses the entire Bela-Bela Local Municipality, covering urban and rural settlements, with an estimated 274.5 km of roads and significant stormwater infrastructure. Key tasks include:

• Data collection and GIS referencing of roads and stormwater infrastructure.
• Field investigations, stakeholder consultations, and photographic documentation.
• Identification of flood-prone, erosion, and drainage problem areas.
• Development of georeferenced infrastructure inventories and thematic maps.
• Hydrological and hydraulic modeling to evaluate flow and flood risks.
• Formulation of a prioritized investment and phased implementation plan.
• Design standards and policy recommendations aligned with national and sector standards.
• Development and implementation of an electronic Asset and Pavement Management System (IMQS or equivalent).
• Capacity building, training, and integration of the master plan into municipal planning frameworks.

Technical Requirements

The technical requirements include:

• Development of a comprehensive Roads and Stormwater Master Plan supported by accurate spatial data, condition assessments, and GIS mapping.
• Hydrological and hydraulic modeling for flood risk and drainage capacity evaluation.
• Design standards compliant with SANRAL, SANS 1200, DWS guidelines, and other relevant standards.
• Implementation of an electronic Asset and Pavement Management System compatible with GIS and municipal reporting standards.
• Preparation of thematic maps (condition, flood risk, prioritization) to support decision-making.
• Assessment of existing data sources, infrastructure condition, and asset registers.
• Development of a long-term investment and maintenance framework aligned with funding sources like MIG.
• Provision of detailed reports, maps, and GIS datasets at various project milestones.

Skills Requirements

The successful bidder must demonstrate capacity in:

• Project management and coordination of large-scale infrastructure planning projects.
• Technical expertise in roads and stormwater infrastructure assessment, hydrological and hydraulic modeling.
• GIS analysis, spatial data management, and mapping skills.
• Development and implementation of asset and pavement management systems (IMQS or equivalent).
• Engineering design standards and policy formulation aligned with national and sector norms.
