Objectives

The primary objective of this tender is to appoint a qualified service provider to develop and design a curriculum for a Rehabilitation Programme aimed at infringers, with the goal of promoting safe driving behavior, reducing demerit points, and supporting drivers in maintaining or regaining their driving licenses. The curriculum must be SETA accredited and cater to various delivery modes, ultimately contributing to the implementation of the Driver Rehabilitation Programme aligned with the AARTO Points Demerit System.

Scope

The scope of work includes:

• Developing and designing a SETA-accredited curriculum for the Rehabilitation Programme.
• Creating learning materials not exceeding NQF level 3.
• Providing training to improve driving skills and attitudes, including visual scanning, reaction time, and decision-making.
• Registering the course content with SETA and QCTO.
• Developing a Skills Programme for infringer rehabilitation.
• Delivering the programme over a period of 5 to 7 days, with all modes of delivery (face-to-face, online, blended).
• Producing 100 hard copies and electronic versions of the curriculum.
• Transferring skills to RTIA’s internal teams.

Technical Requirements

The curriculum must:

• Address physical and cognitive impairments affecting driving ability.
• Be suitable for all modes of delivery (face-to-face, online, blended).
• Be systematically organized, covering what will be taught, who will be taught, and how it will be taught.
• Use amended AARTO regulations focusing on offences and infringements with demerit points.
• Be registered with SETA and QCTO.
• Be supported by relevant assessment and evaluation tools.

Skills Requirements

The service provider must demonstrate:

• Ability to design and develop SETA-accredited training modules and curricula.
• Competence in outcomes-based learning programme design, development, facilitation, and assessment, aligned with SAQA standards (e.g., Unit Standard 50285).
• Knowledge of traffic management, road safety, and the AARTO framework.
• Experience in curriculum innovation and development within the public sector.
• Skills in unpacking policies and concepts into accessible training content.
• Proficiency in developing supporting media (audio, video, simulations, role plays, etc.).
• Experience in monitoring, tracking, and reporting on high-volume training delivery.
• Ability to transfer skills effectively to RTIA staff and internal teams.
