Objectives

The primary objectives of the tender are to appoint a service provider responsible for implementing the Provincial Adolescence and Young People Programme (AYPPP) in Mpumalanga. The programme aims to reduce new HIV infections, adolescent pregnancies, sexual and gender-based violence (SGBV), school dropout rates, substance abuse, and bullying among youth. It also seeks to strengthen youth access to sexual and reproductive health services and foster youth-driven social and behavioral change.

Scope

The scope encompasses the design and execution of a comprehensive, youth-centered HIV prevention and social development programme over three years. Key activities include awareness campaigns, health screenings, psychosocial support, linkage to treatment, promotion of family planning, prevention of SGBV, substance abuse interventions, school dropout prevention, bullying prevention, and community engagement. The programme targets youth aged 10-24, including vulnerable groups such as orphans, youth with disabilities, youth not in employment or education, youth living with HIV, and key populations like sex workers, transgender persons, and inmates. The implementation involves coordination by the Mpumalanga Provincial AIDS Council, multi-sectoral stakeholder engagement, youth ambassador training, and mass media communication.

Technical Requirements

• Development and execution of youth-specific HIV prevention campaigns and social interventions.
• Integration of health, social, and structural services to address youth vulnerabilities.
• Training youth ambassadors and community leaders to promote positive behaviors.
• Monitoring and evaluation of programme activities using standardized reporting templates.
• Implementation of behaviour change communication strategies across multiple platforms.
• Provision of psychosocial support, medical services (e.g., PrEP, circumcisions), and family planning services.
• Establishment of support groups and referral pathways for victims of GBV, substance abuse, and other social issues.
• Strong branding and communication campaigns, including mass media, flyers, T-shirts, and community outreach.
• Coordination and oversight through the Provincial AIDS Council and relevant government departments.

Skills Requirements

The successful bidder must demonstrate capacity in the following areas:

• Leadership & Strategic Planning: A Team Leader with at least 10 years’ experience in public health or community development, capable of overseeing programme implementation and stakeholder engagement.
• Community & Social Work: Social workers and community development practitioners with experience in youth programmes, community mobilization, and psychosocial support.
• Health & Medical Expertise: Psychologists, medical officers, and health professionals experienced in HIV prevention, treatment, and youth-friendly health services.
• Monitoring & Evaluation: Specialists skilled in impact assessment, data collection, reporting, and programme evaluation.
• Financial & Project Management: Professionals with expertise in project financing, budgeting, and contract management.
• Communication & Advocacy: Experts in social and behavior change communication, media campaigns, and youth engagement strategies.
• Administrative Support: Support staff proficient in documentation, logistics, and office administration.

The team must comprise at least eight full-time staff members, including a Team Leader, Social Worker, Psychologist, Finance Manager, Project Management Specialist, Monitoring & Evaluation Specialist, Community Development Practitioner, and Administrative Support Staff. All personnel must meet the minimum qualification and experience criteria specified in the tender documentation.
