The primary objectives of the tender are to appoint a service provider responsible for implementing the Provincial Adolescence and Young People Programme (AYPPP) in Mpumalanga. The programme aims to reduce new HIV infections, adolescent pregnancies, sexual and gender-based violence (SGBV), school dropout rates, substance abuse, and bullying among youth. It also seeks to strengthen youth access to sexual and reproductive health services and foster youth-driven social and behavioral change.
The scope encompasses the design and execution of a comprehensive, youth-centered HIV prevention and social development programme over three years. Key activities include awareness campaigns, health screenings, psychosocial support, linkage to treatment, promotion of family planning, prevention of SGBV, substance abuse interventions, school dropout prevention, bullying prevention, and community engagement. The programme targets youth aged 10-24, including vulnerable groups such as orphans, youth with disabilities, youth not in employment or education, youth living with HIV, and key populations like sex workers, transgender persons, and inmates. The implementation involves coordination by the Mpumalanga Provincial AIDS Council, multi-sectoral stakeholder engagement, youth ambassador training, and mass media communication.
The successful bidder must demonstrate capacity in the following areas:
The team must comprise at least eight full-time staff members, including a Team Leader, Social Worker, Psychologist, Finance Manager, Project Management Specialist, Monitoring & Evaluation Specialist, Community Development Practitioner, and Administrative Support Staff. All personnel must meet the minimum qualification and experience criteria specified in the tender documentation.
