Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the comprehensive management of hazardous waste and healthcare risk waste (HCRW) at the Sarao Klerefontein Site. The provider will handle the collection, transportation, treatment, and disposal of various waste streams in compliance with South African legislation, ensuring environmental safety and regulatory adherence over a period of three years.

Scope

The scope includes:

• Collection, transportation, treatment, and disposal of hazardous waste, including healthcare risk waste, at the Klerefontein NRF SARAO base in Carnarvon, Northern Cape.
• Implementation of a quarterly collection schedule (once every three months), with provisions for ad hoc and emergency collections as required.
• Handling of specific waste types such as contaminated solid waste, used oils, chemicals, hydrocarbons, spill kit materials, infectious waste, sharps, pharmaceutical waste, pathological waste, and mixed healthcare waste.
• Ensuring full traceability through manifests, disposal certificates, and reports.
• Compliance with all relevant legislation, standards, and safety requirements.

Technical Requirements

The service provider must:

• Collect, segregate, package, and label waste in accordance with legal and safety standards.
• Use certified, compliant vehicles and containers for transportation and storage.
• Provide documentation for each collection, including manifests, disposal certificates, and proof of licensed disposal facilities.
• Ensure full traceability of waste from generation to final disposal.
• Maintain records of waste quantities, transportation, incidents, and corrective actions for at least three years.
• Comply with all applicable South African legislation, including environmental, health, and safety acts, and transport regulations.
• Submit quarterly reports detailing waste quantities, manifests, and disposal certificates.
• Implement emergency procedures and ensure personnel are trained and certified in hazardous waste handling.

Skills and Skills Requirements

The bidder must demonstrate:

• Legal and Regulatory Compliance: Valid permits, licenses, and registrations for hazardous waste and healthcare risk waste management, including transport permits and treatment facility licenses.
• Relevant Experience: Minimum of three years’ experience in hazardous waste and/or healthcare risk waste management, with evidence of similar projects and reference letters.
• Personnel Competence: Qualified and trained personnel with relevant certifications and experience in hazardous and medical waste handling, including sharps and infectious waste.
• Operational Capacity: Adequate fleet, equipment, and resources to manage the estimated waste volumes, including compliant containers and emergency response capabilities.
• Health, Safety, and Environmental Compliance: A comprehensive safety plan, training certificates, insurance, and proof of adherence to occupational health and safety standards.

Additional advantageous skills include possession of waste management licenses, environmental authorizations, SAWIS registration, and compliance with norms and standards.
