Objectives

The primary objective of this tender is to appoint a qualified service provider to design, implement, configure, integrate, and support an enterprise-wide Data Masking solution across TCTA’s ICT environment. The solution aims to enhance data security, compliance, and data governance by securely masking sensitive data in various environments, including on-premises, cloud, and hybrid infrastructures, over a contract period of 36 months.

Scope

The scope includes:

• Designing and implementing a comprehensive Data Masking solution across approximately 11 applications with an estimated 10 terabytes of data.
• Supporting on-premises, cloud, and hybrid ICT environments.
• Providing structured, audit-ready deliverables aligned with TCTA’s governance, audit, and compliance standards.
• Delivering documentation such as objectives, timelines, milestones, resource plans, communication, and risk management strategies.
• Providing knowledge transfer, system stabilization support for six weeks post go-live, and enterprise-wide licensing for the solution.

Technical Requirements

The technical requirements include:

• Design, configuration, and deployment of an enterprise-wide Data Masking solution.
• Implementation of core functionalities such as static and dynamic data masking, tokenization, anonymization, role-based access control, and data discovery/classification.
• Demonstration of the solution’s out-of-the-box functionality across six core features as specified in Annexure C.
• Provision of comprehensive technical reports, executive summaries, and knowledge transfer plans.
• System stabilization support for six weeks after go-live.
• Provision of a license for enterprise-wide use.

Skills Requirements

The skills and experience required from the bidder include:

• At least seven (7) years of proven experience in delivering and implementing Data Masking solutions, validated through contactable client references.
• Demonstrated experience in implementing at least two (2) Data Masking solutions within the past seven years.
• Key personnel, including a Data Masking Technical Lead, must have a minimum of 7 years’ experience in implementing similar solutions, supported by detailed CVs or Annexure B.
• Ability to provide structured knowledge transfer, training, and skills development to TCTA’s ICT support and end-user personnel.
• Capability to produce comprehensive documentation, technical reports, and project management deliverables.
