Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning services at the Amajuba District Office for the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) for a period of 36 months. The aim is to ensure the provision of professional cleaning services that maintain a clean, hygienic, and well-maintained environment within the department’s premises.

Scope

The scope of work includes:

• General interior cleaning of the entire building, including offices, common areas, passages, fire escapes, and external windows and doors.
• Cleaning of building surfaces such as floors, walls, ceilings, ledges, and window ledges.
• Vacuuming carpets and dusting furniture and equipment.
• Cleaning and disinfecting toilets, urinals, washbasins, and associated fixtures, including the supply and maintenance of sanitary and SHE (Safety, Health, Environment) items.
• Waste disposal, including municipal refuse bins and recycling waste, with appropriate disinfection.
• Cleaning of kitchen areas, including washing utensils, cleaning appliances, and maintaining hygiene standards.
• Cleaning of internal and external windows, doors, fixtures, and fittings on a weekly basis.
• Maintenance of cleanliness in designated parking areas and fire escapes.
• Washing of government vehicles as part of the cleaning duties.

The contract also covers the provision of cleaning materials, equipment, and consumables, as well as the supervision and management of cleaning staff.

Technical Requirements

• The service provider must demonstrate compliance with all relevant legislation, including the Occupational Health and Safety Act, COIDA, and the Bargaining Council for the Contract Cleaning Industry (BCCCI).
• The provider must have valid registration with the BCCCI, COIDA, and the Department of Labour for workmen’s compensation.
• The provider must submit a portfolio of experience with references from similar projects, including contact details, contract durations, and values.
• Supervisors must have relevant experience and be able to communicate in IsiZulu and English.
• The service provider must ensure all cleaning staff are neatly attired in uniforms and are medically fit.
• All cleaning activities must adhere to health and safety standards, including proper handling of cleaning chemicals and waste management.
• The provider must supply and maintain all cleaning equipment and materials, procured from approved suppliers, including those registered under Operation Vula.
• Performance monitoring and reporting requirements include submitting regular reports and queries to the designated departmental officer.

Skills Requirements

• Proven experience in providing cleaning services for similar-sized facilities, with at least 3-5 reference letters from previous clients.
• Qualified supervisors with at least 3-5 years of relevant experience and CVs demonstrating expertise in cleaning management.
• Ability to effectively manage and supervise cleaning staff, ensuring adherence to quality standards and safety regulations.
• Good communication skills in both IsiZulu and English to facilitate effective supervision and reporting.
• Knowledge of health and safety legislation, waste management, and environmentally friendly cleaning practices.
