Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning services at the Ethekwini District Office for the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) for a period of 36 months. The aim is to ensure the provision of efficient, reliable, and comprehensive cleaning services to maintain a clean and hygienic environment within the specified premises.

Scope

The scope of work includes:

• General interior cleaning of the building, including offices, common areas, passages, fire escapes, and external windows and doors.
• Cleaning of all floors, carpets, furniture, fixtures, and fittings on a daily, weekly, quarterly, and monthly basis as specified.
• Disposal and disinfection of municipal refuse bins twice a week.
• Cleaning and maintenance of kitchen areas, including washing utensils and disinfecting surfaces, multiple times daily.
• Cleaning of toilets, urinals, and associated facilities with germ-killing detergents, including regular disinfection and waste removal.
• Cleaning of internal walls, doors, window ledges, blinds, and other surfaces on a weekly basis.
• Cleaning of parking lots, including sweeping, scrubbing, and waste disposal, quarterly.
• Cleaning of rented ablution services and other specified areas as per detailed schedules.
• Washing government vehicles as part of the cleaning duties.

The total area to be serviced is approximately 1446.84m², with a staff complement of 54 employees, including supervisors and cleaners.

Technical Requirements

• Provision of all necessary cleaning equipment, tools, and materials, including vacuum cleaners, floor cleaners, detergents, and disinfectants.
• Adherence to specified cleaning frequencies for different areas (daily, weekly, monthly, quarterly).
• Use of environmentally friendly and germ-killing cleaning agents for internal and external surfaces.
• Proper disposal and recycling of waste, including waste segregation and adherence to health and safety standards.
• Compliance with all relevant legislation, safety standards, and departmental policies, including COIDA registration and BCCCI membership.
• Provision of qualified supervisory staff with relevant experience and ability to communicate in IsiZulu and English.
• Implementation of quality control measures and reporting procedures to the department’s designated officer.

Skills Requirements

• Proven experience in providing cleaning services for similar-sized facilities or government offices, supported by reference letters and project details.
• Qualified supervisory personnel with a minimum of 3-5 years of relevant experience, CVs to be submitted.
• Knowledge of cleaning best practices, health and safety regulations, and environmental standards.
• Ability to operate and maintain cleaning machinery and equipment effectively.
• Strong organizational and reporting skills to ensure timely and quality service delivery.
• Effective communication skills in both IsiZulu and English.
• Capacity to mobilize sufficient personnel and resources to meet the scope and schedule of work.
