Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning services at the Harry Gwala District Office for the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) for a period of 36 months. The contract aims to ensure the provision of comprehensive cleaning services to maintain a clean, hygienic, and well-maintained office environment, including interior and exterior areas, offices, common spaces, and vehicle washing.

Scope

The scope of work includes:

• General interior cleaning to keep the building in a tidy condition, including sweeping, mopping, polishing, vacuuming carpets, dusting surfaces, and cleaning fixtures.
• Deep cleaning of carpets and surfaces on a quarterly basis.
• Cleaning of external areas such as windows, doors, ledges, and nameplates.
• Maintenance of common areas, walkways, staircases, and fire escapes with daily cleaning routines.
• Disposal and disinfection of municipal refuse bins twice weekly.
• Cleaning and disinfecting toilets, urinals, sinks, and other sanitary facilities daily, including replenishing supplies.
• Cleaning of kitchen areas, including sweeping, mopping, dishwashing, and equipment cleaning, daily and as needed.
• Cleaning of office spaces, including waste removal, dusting, wiping, glass cleaning, and internal wall cleaning weekly.
• Washing government vehicles and maintaining rented ablution services.
• Provision of cleaning materials, equipment, and consumables throughout the contract duration.
• Adherence to health and safety standards, including waste segregation and recycling principles.

Technical Requirements

The technical requirements for the tender include:

• Proof of registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI).
• Valid registration with the Department of Labour for COIDA (Compensation for Occupational Injuries and Diseases Act).
• Proof of registration with the Central Suppliers Database (CSD).
• Minimum of 3-5 reference letters from previous clients demonstrating experience in similar cleaning services, including details of contracts, contact information, and contract values.
• Qualified supervisory personnel with CVs indicating relevant experience and ability to communicate in IsiZulu and English.
• Compliance with health and safety legislation, including Occupational Health and Safety Act and proper handling of cleaning chemicals and equipment.
• Provision of a detailed methodology and approach for service delivery, demonstrating adherence to the Terms of Reference (TOR).
• Availability of sufficient equipment and cleaning materials that meet quality standards.
• Participation in a compulsory briefing session and site inspection.

Skills Requirements

• Experience in managing and executing commercial cleaning contracts, preferably within government or corporate environments.
• Ability to provide trained and competent cleaning staff, including supervisors, with proven track records.
• Good communication skills in both IsiZulu and English.
• Knowledge of health and safety regulations related to cleaning operations.
• Capacity to supply and maintain cleaning equipment and materials, ensuring compliance with safety standards.
• Demonstrated ability to adhere to quality standards, timelines, and contractual obligations.
• Ability to implement waste management and recycling practices in line with departmental policies.
