Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning services at the Ugu District Office for a period of 36 months. The contract aims to ensure the provision of comprehensive cleaning solutions to maintain a clean, hygienic, and well-maintained environment within the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) premises.

Scope

The scope of work includes:

• General interior cleaning of the building, including offices, common areas, passages, fire escapes, and exterior surfaces such as windows, doors, ledges, and nameplates.
• Cleaning of floors (sweeping, mopping, polishing, vacuuming carpets), dusting and polishing surfaces, and cleaning fixtures and fittings.
• Deep cleaning of carpets quarterly and spot cleaning as needed.
• Cleaning and disinfecting toilets, urinals, sinks, and related facilities, including waste disposal and bin disinfection twice weekly.
• Kitchen cleaning, including washing utensils, cleaning equipment, and maintaining hygiene standards daily.
• Cleaning of internal walls, doors, window ledges, and blinds weekly.
• Maintaining cleanliness of walkways, staircases, parking lots, and fire escapes daily and quarterly as specified.
• Washing government vehicles as required.
• Proper waste management, including waste bin disposal and recycling practices.
• Provision of cleaning materials, equipment, and consumables throughout the contract period.

Technical Requirements

The technical requirements include:

• Provision of experienced and qualified cleaning personnel, including supervisors and general cleaners, with CVs demonstrating relevant experience.
• Adherence to health and safety standards, including compliance with the Occupational Health and Safety Act and COIDA registration.
• Use of environmentally friendly and approved cleaning products and materials.
• Provision of all necessary cleaning equipment and tools in good working condition.
• Implementation of quality control measures, reporting, and supervision to ensure service standards are met.
• Participation in compulsory site inspections and adherence to the scope of work as outlined in the Terms of Reference.
• Compliance with all statutory and departmental regulations, including safety, health, and environmental policies.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning services to similar government or corporate clients, supported by reference letters and project details.
• Qualified supervisory staff with at least 3-5 years of relevant experience, capable of managing cleaning teams and ensuring service quality.
• Knowledge of cleaning best practices, safety protocols, and environmental standards.
• Ability to supply and manage cleaning materials and equipment efficiently.
• Effective communication skills in English and IsiZulu (for supervisors).
• Capacity to meet the technical and operational demands of the contract within the stipulated timeframes.
