Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning services at the Vryheid District Office of the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) for a period of 36 months. The contract aims to ensure the provision of comprehensive cleaning, including offices, common areas, and related facilities, to maintain a clean and hygienic environment conducive to departmental operations.

Scope

The scope of work encompasses:

• Cleaning of offices, corridors, staircases, and fire escapes within the EDTEA Vryheid District Office.
• Cleaning of all floors, including sweeping, mopping, polishing, and vacuuming carpets daily.
• Deep cleaning of carpets quarterly.
• Dusting and polishing surfaces of furniture and equipment daily.
• Wet wiping of window ledges, internal walls, and doors weekly.
• Cleaning of walkways, stair rails, and parking lots daily and quarterly as specified.
• Disposal and disinfection of municipal refuse bins twice weekly.
• Cleaning and maintenance of kitchen areas, including washing utensils, cleaning equipment, and disinfecting surfaces daily and as needed.
• Cleaning of toilets, including disinfecting surfaces, mopping floors, and maintaining hygiene standards daily and weekly.
• Waste management, including waste segregation, bin cleaning, and recycling practices.
• Washing of government vehicles as part of the cleaning scope.

Technical Requirements

The successful service provider must demonstrate:

• Experience in delivering cleaning services for similar-sized government or corporate offices, supported by reference letters and project details.
• Registration with relevant industry bodies such as the Bargaining Council for the Contract Cleaning Industry (BCCCI) and the Department of Labour for COIDA registration.
• Provision of qualified supervisory staff with relevant experience and CVs.
• Availability of adequate cleaning equipment, tools, and supplies in good working condition.
• Compliance with health and safety regulations, including proper handling of cleaning chemicals and waste management.
• Implementation of environmentally sustainable practices, including waste segregation and recycling.
• Adherence to the specified timeframes for service delivery and reporting.

Skills Requirements

The service provider's team must possess:

• Qualified supervisors with at least 3-5 years of relevant experience in cleaning management.
• Cleaners proficient in cleaning techniques, equipment handling, and hygiene standards.
• Ability to communicate effectively in both IsiZulu and English.
• Knowledge of health and safety protocols related to cleaning services.
• Capacity to manage and supervise staff, ensuring consistent service quality.
• Competence in reporting and responding to service-related queries and issues.
