Objectives

The primary objective of this tender is to develop and deliver electronic courses and end-user training for the City of Cape Town’s HR and other business systems rollout. This includes creating high-quality training content, facilitating effective training sessions (virtual, classroom, or electronic), managing training administration, and transferring knowledge to City staff, councillors, and EPWP workers. The aim is to enhance digital skills, improve system utilization, increase organizational efficiency, and reduce calls to service desks.

Scope

The scope encompasses:

• Development of electronic courses, including SCORM-compliant e-learning videos, animations (2D/3D), and simulations, with content in English, Xhosa, and Afrikaans.
• Delivery of various training formats: classroom, virtual (via MS Teams), and self-paced e-learning.
• Provision of training materials such as learner assessments, course evaluations, and facilitator guides.
• Support for future-proof learning strategies, including agile content development and capacity building for City employees.
• Development of innovative content such as metaverse-based training scenarios with animated characters.
• Management of training administration, including class attendance, reporting, and evaluation.
• Support for integration with SAP Learning Solution (LSO) and other LMS platforms.
• Provision of on-site and off-site training venues, catering, and ad hoc equipment (laptops).

Technical Requirements

The technical specifications include:

• Development of SCORM 2004 3rd Edition compliant e-learning courses, including animations, assessments, and simulations.
• Content must be compatible with SAP LSO, SuccessFactors LMS, and capable of being delivered on mobile devices.
• Use of metaverse settings and animated cartoon characters in 2D/3D for engaging training scenarios.
• Courses must include step-by-step system activity instructions, assessments, and be available in English, Xhosa, and Afrikaans with subtitles and voice-over.
• Provision of sample training materials, including a 3-minute metaverse-based video and electronic course content.
• Adherence to City of Cape Town’s IT architecture standards, including compatibility with existing Microsoft, SAP, ArcGIS, and security standards.
• Integration with existing LMS platforms and compliance with industry content standards.
• Provision of suitable training venues with necessary infrastructure and optional provision of laptops for training sessions.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in developing SCORM-compliant e-learning content, animations, and simulations, especially using tools like Articulate 360, Adobe Suite, and MS Office.
• Expertise in designing engaging multimedia content with motion graphics, animations (2D/3D), and narrative storytelling.
• Experience in developing metaverse-based training scenarios and integrating animated characters.
• Ability to produce training videos with step-by-step system instructions, assessments, and multilingual subtitles.
• Strong project management skills, including planning, stakeholder engagement, and quality assurance.
• Capacity to support agile content development methodologies and future-proof learning strategies.
• Proficiency in LMS administration, including SAP LSO or SuccessFactors, and integration with existing City systems.
• Qualified trainers with experience in delivering classroom, virtual, and e-learning training sessions.
• Capability to support knowledge transfer and capacity building for City employees to facilitate basic SAP and HR system training in-house.
