Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver expert Total Rewards advisory services to TCTA over a three-year period. The services include benchmarking of salaries, employee benefits, variable pay/incentives, job evaluation, remuneration analysis, and related advisory functions. The goal is to support TCTA in developing fair, competitive, and compliant total rewards strategies aligned with best practices and legislative requirements.

Scope

The scope of work encompasses:

• Provision of a detailed project management plan outlining roles, responsibilities, and timelines for TCTA stakeholders.
• Conducting benchmarking on fixed and variable pay, employee benefits, and non-monetary rewards.
• Review and development of total rewards policies and procedures.
• Staff cost affordability assessments and remuneration data analysis.
• Preparation of reports on market findings, salary movements, and incentive schemes.
• Ad-hoc remuneration advice as required.
• Presentation of findings to Executive Committee, Board, and relevant committees.
• Establishment and training of a grading committee, including defining terms of reference.
• Implementation of a comprehensive three-year remuneration review cycle, including grading, policy review, and salary adjustments based on Paterson grading levels.

Technical Requirements

The service provider must meet the following technical criteria:

• Have completed at least five projects in Total Rewards, with verifiable reference letters on client letterhead.
• Possess a Project Leader with a Master Reward Specialist designation from the South African Reward Association (SARA).
• Employ at least two Reward Specialists with Reward Specialist designations from SARA.
• Provide reliable, valid, and independent survey data from both public and private sectors, adhering to best practice norms and standards.
• Use a project management approach that clearly defines roles, responsibilities, and timelines for all stakeholders.
• Ensure all personnel involved have relevant qualifications and experience, with detailed CVs and experience forms completed (Form A for Project Leader, Forms B1 & B2 for Reward Specialists).
• Demonstrate compliance with BBBEE requirements, including valid certification and sworn affidavits where applicable.
• Submit all mandatory annexures and documentation, including company experience, personnel experience, and BBBEE status.
• Provide a comprehensive pricing schedule aligned with the scope, including detailed unit prices and projected quantities for each deliverable.
• Adhere to the specified evaluation criteria, including functionality scoring (minimum 35 out of 45 points) based on experience, personnel qualifications, and project approach.
