Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver Generally Recognised Accounting Practice (GRAP) training to officials involved in management accounting, financial accounting, and asset management within the public sector. The training aims to enhance participants' understanding of GRAP standards, facilitate compliant financial reporting, and support the implementation of appropriate financial practices in line with National Treasury and the Accounting Standards Board requirements.

Scope

The selected service provider will be responsible for:

• Delivering comprehensive GRAP training covering key standards such as the GRAP Framework, GRAP on Assets (including PPE and intangible assets), GRAP 109, liabilities, revenue, expenditure, financial statement preparation, disclosure requirements, and policy development.
• Providing practical examples and case studies relevant to public sector financial reporting.
• Conducting training sessions within Gauteng Province, including arranging venues and facilities.
• Carrying out training over a period of three (3) to five (5) days, depending on content depth and practical exercises.
• Providing training aids, manuals, course materials, and certificates of completion for participants.
• Offering post-training support for a minimum of 3 to 12 months via helpdesk or email.

Technical Requirements

The service provider must meet the following mandatory technical criteria:

• Be accredited to deliver GRAP accounting training.
• Provide at least 3 reference letters from government entities confirming recent delivery of GRAP training (within the last 3 years).
• Demonstrate accreditation with recognized professional bodies such as SAICA, CIMA, AGA, LGSETA, SETA, or other relevant accounting accreditation bodies.
• Facilitators must be professionally qualified (e.g., CA(SA), AGA(SA), Professional Accountant) with proven expertise in applying GRAP standards.
• Provide detailed CVs of facilitators highlighting recent GRAP training experience.
• Supply contact details of previous clients for verification purposes.

Skills Requirements

• Proven experience in delivering accredited GRAP training programs.
• Strong understanding of public sector financial reporting standards and practices.
• Qualified facilitators with relevant professional accounting credentials and expertise in GRAP.
• Ability to develop and deliver practical, case-based training materials tailored to the public sector context.
• Effective communication and facilitation skills to engage participants and ensure knowledge transfer.
• Capacity to provide ongoing support post-training to ensure effective implementation of GRAP standards.
