Objectives

The primary objective of this tender is to appoint a qualified service provider to supply office accommodation for the Railway Safety Regulator (RSR) in the Eastern Region, KwaZulu-Natal. The selected provider will be responsible for providing suitable office space, fit-out, network infrastructure, and related services to support the RSR's mandate and operational needs from 01 September 2026 for a period of five years.

Scope

The scope of work includes:

• Provision of office accommodation in Durban Central, KwaZulu-Natal, with a maximum space of 550 sqm.
• Provision of approximately 450 to 550 sqm of office space, including internal fit-out, electrical and network points, and security features.
• Supply of 30 secured parking bays, ablution facilities, lifts/ramps for persons with disabilities, and common areas such as reception, boardrooms, data centre, and sick bay.
• Installation of LAN points (category 6), electrical outlets (normal and safe plugs), and support for VoIP and Fibre Optic connectivity.
• Maintenance of the building, security, cleaning, fire safety, and compliance with relevant legislation and standards.
• Full readiness for business operations by 01 September 2026, including internal fit-out and infrastructure setup.

Technical Requirements

The technical specifications for the accommodation include:

• Building Grade: Minimum Grade B as certified by a registered architect, with consideration for Grade P or Grade A buildings.
• Office Layout: Fully compliant with RSR specifications, including four enclosed offices, open-plan desks, reception, boardrooms (20 and 4-seater), data centre, security control room, storerooms, kitchen, sick bay, and accessible ablution facilities.
• Infrastructure: LAN points for 16 desks, electrical outlets, ceiling-mounted projector and TV screens in boardrooms, and compliance with safety and building regulations.
• Security: Controlled access, security guard services, and CCTV where applicable.
• Maintenance: Exterior facade, HVAC systems, lighting, and fire safety equipment must be maintained in operational condition.
• Fit-out: Internal office installations, signage, and environmental considerations as per RSR standards.

Skills and Requirements

The bidder must demonstrate:

• Experience in providing office accommodation and managing property fit-outs, preferably with recent projects within the past five years.
• Capability to deliver a Grade B (or higher) office building with modern finishes, security, and environmental standards.
• Proven ability to install and support network infrastructure, electrical systems, and office fit-out in compliance with South African statutory regulations.
• Capacity to maintain the building, security, cleaning, and fire safety services throughout the lease period.
• Registration on the Central Supplier Database (CSD) and valid BBBEE certification or sworn affidavit.
• Ability to provide references, proof of previous similar projects, and detailed cost breakdowns for the proposed lease and fit-out.
• Understanding of legal, safety, and environmental compliance requirements relevant to office accommodation in South Africa.
