Objectives

The primary objective of this tender is to appoint a service provider to supply office space rental for the SABC's Kimberley operations in Northern Cape for a period of 5 years. The aim is to relocate the Kimberley operations into a smaller, cost-effective, and suitable office space that aligns with the organization's hybrid working model, reduces leasing costs, and optimizes space utilization.

Scope

The scope of the tender includes sourcing and leasing approximately 150m² of satellite office space in Kimberley, Northern Cape. The space must meet specific operational and infrastructural requirements, including:

• Parking for 12 vehicles
• OHS compliant and highly secured premises
• Reliable electricity supply, preferably with generators
• Accessibility for persons with disabilities
• Air-conditioning and easily accessible in a commercial area
• Public transport accessibility

The space will be partitioned into designated areas such as UPS room, technical offices, storerooms, kitchen, change rooms, newsroom, talk room, toilets, boardroom, security control room, wellness clinic, and additional storerooms, with specified sizes for each.

Technical Requirements

The technical evaluation criteria focus on:

• Proof of building ownership or management
• Building compliance with regulations, including water, electrical supply, lightning protection, lighting, data and telephone cabling, HVAC, amenities, security, maintenance, and ablutions
• Building in a commercial node, free from industrial noise pollution
• Building in a good state with no structural issues such as cracks
• Occupational health and safety compliance

Site inspection will be conducted to verify compliance, with a threshold of 40 points out of 50 for passing.

The costing should include a detailed breakdown of all direct and indirect costs associated with the lease and services.

The contract duration is 5 years (60 months).

Skills and Qualification Requirements

• Provision of valid and active building ownership or management documentation
• Demonstrated compliance with building and safety regulations
• Proof of experience in providing office space or similar services, including previous projects (Annexure D)
• Ability to meet infrastructural and security requirements specified in the scope
• Financial stability to support a long-term lease agreement
• Compliance with B-BBEE and specific goals (e.g., Black ownership, Black women ownership, youth ownership) as per the preference points system
• Understanding of occupational health and safety standards

Additionally, bidders must complete and submit all required annexures, including declarations, pricing schedules, and proof of compliance, to be considered responsive.
