Objectives

The primary objective of this RFQ is to appoint professional service providers to deliver silviculture services for Morgenzon Plantation. These services encompass activities such as establishment, tending, weeding, and fire protection to support the long-term development and productivity of the forestry operations.

Scope

The scope includes:

• Provision of silviculture operations in accordance with industry norms and guidelines.
• Activities such as pest control, weeding, pruning, fire protection, and general plantation maintenance.
• Compliance with regulatory and safety standards, including licensing and equipment requirements.
• Delivery of services at Morgenzon Plantation, including the supply of personnel, tools, vehicles, and safety equipment.
• Adherence to specified project timelines and quality standards as per the approved operational plan.

Technical Requirements

The technical specifications for the service provider include:

• Possession of a Pest Control Operator (PCO) Licence in relevant categories:
• Agriculture and forestry: pest management related to agricultural and forestry production.
• Industrial vegetation and noxious weeds: weed management on industrial land, roads, power lines, railways, and pipelines.
• Availability of supporting tools, vehicles, and equipment, including PPE, fire-resistant PPE, and safety gear.
• Provision of minimum vehicle requirements such as 4x4 bakkies, labour carriers, water tankers (minimum 1000L capacity), and safety features.
• Compliance with safety, health, environmental, and quality standards, including SHEQ standards, NOSA, and FSC principles.
• Adherence to legal requirements such as the National Forest Act, ILO standards, Fire Act, COIDA, and minimum wage legislation.
• Implementation of safety management structures, including qualified personnel like foresters, SHE coordinators, supervisors, and first aiders.

Skills Requirements

The skills and qualifications required for personnel include:

• Qualified foresters with a National Diploma or higher in Forestry.
• Safety management qualifications such as Samtrac or equivalent.
• Pest Control Operator Certificate (license must be available on-site during chemical applications).
• Experience in forestry operations, pest management, and safety procedures.
• Drivers must hold valid Driver’s Licenses and Professional Driving Permits (PDP).
• Personnel must be trained in SHEQ standards, chemical handling, and safety protocols.
