Objectives

The primary objective of this tender is to appoint a service provider to develop surveys, conduct analysis, facilitate focus groups, and assess the effectiveness of the approved Flexible Working Conditions Guidelines within The Presidency Offices in Pretoria, Cape Town, and Durban over a period of two months.

Scope

The scope of work includes:

• Designing and developing surveys tailored to evaluate the flexible working conditions.
• Supporting face-to-face assistance for survey completion at designated locations.
• Conducting face-to-face focus groups with employees across all salary levels and categories (levels 2-15).
• Carrying out the survey and focus groups in three phases: inception, execution, and conclusion.
• Analyzing data and preparing qualitative reports on the findings.
• Presenting the final report to relevant management structures.

Technical Requirements

The technical requirements for the project include:

• Qualifications in Econometrics, Mathematics, Data Science, or Social Sciences (NQF level 8 or 9) and related fields (NQF level 7).
• Minimum of four (4) years’ experience in systems analysis, survey facilitation, and data analysis.
• Proven experience in facilitating focus groups and qualitative report writing.
• Ability to develop a detailed project plan with timelines, tools/software to be used, and key team members.
• Provision of CVs demonstrating relevant experience and qualifications.
• Adherence to project timelines and milestones within the two-month period.
• Security clearance for project team members where applicable.

Skills Requirements

The successful bidder must demonstrate:

• Strong expertise in survey development, data analysis, and qualitative research methods.
• Excellent communication skills for facilitating focus groups and reporting.
• Proficiency in relevant tools and software for survey design, data analysis, and report writing.
• Capacity to manage multiple phases of the project effectively within tight deadlines.
• Experience working with government or institutional clients, particularly in policy assessment contexts.
• Ability to provide a comprehensive approach, including project methodology, timelines, and key personnel.
