Objectives

The primary objective of this tender is to appoint a service provider to render 24-hour security guarding services at various IDFC properties under Cluster 1 in KwaZulu-Natal for a period of 36 months. The aim is to ensure the safety and security of IDFC’s property portfolio, which includes industrial and retail facilities across the province, thereby supporting economic growth and development initiatives.

Scope

The scope encompasses the provision of comprehensive 24-hour security guarding services at multiple specified sites within KwaZulu-Natal, including industrial and retail properties. The services include manned guarding, patrols, incident reporting, supervision, and the installation of active guard monitoring systems. The contract covers various sites with specific guard deployment requirements, supervision, and operational duties as detailed in the terms of reference.

Technical Requirements

• Company profile demonstrating experience in security services.
• Provision of references from previous clients for similar services.
• Supply of all necessary equipment, uniforms, patrol vehicles, and monitoring systems, with descriptions and images.
• Deployment and management plan for security personnel, including shift arrangements and supervision.
• Riots control plan detailing deployment, management, and response times in case of unrest or looting.
• Installation of active guard tracking/monitoring systems with functionalities such as patrol reminders, predefined rounds, and reporting capabilities.
• Standard Operating Procedures (SOPs) for incident response, contingency plans, and reporting protocols.
• Proof of Public Liability Insurance (minimum R5,000,000).
• Establishment of a control room within 30 days of appointment, with on-site inspection rights.

Skills Requirements

• PSIRA registration for security personnel, with at least Grade A certification for the Operations Manager and guards.
• Minimum of 3 years’ security management experience for the Operations Manager.
• Capability to deploy and manage security staff across multiple sites, including supervision and monitoring.
• Technical competence in operating guard tracking systems and emergency response procedures.
• Ability to develop and implement riot control and emergency response plans.
• Provision of suitable patrol vehicles and equipment, with proper documentation (registration, logbooks, lease agreements).
• Compliance with all legal and regulatory requirements, including firearm licenses and competency certificates for armed guards.
