Objectives

The primary objective of this tender is to appoint a qualified service provider to render 24-hour security guarding services at various IDFC properties located in KwaZulu-Natal, for a contract period of 36 months. The aim is to ensure the safety, security, and effective management of the properties through professional security services.

Scope

The scope encompasses the provision of 24-hour security guarding services across multiple IDFC properties under Cluster 2 in KwaZulu-Natal, including industrial, commercial, retail, and other designated sites. The services include deployment of security personnel, management of security operations, installation of active guard monitoring systems, and adherence to specified duties and standards as detailed in the terms of reference.

Technical Requirements

• Provision of unarmed guards (Grade C) during day and night shifts, with armed supervisors (Grade C).
• Deployment of a dedicated 24-hour control room with the capacity for monitoring and management.
• Installation of active guard tracking/monitoring systems at security locations.
• Implementation of standard operating procedures for incident response, contingency planning, and reporting.
• Provision of security equipment, uniforms, patrol vehicles, and necessary infrastructure.
• Regular reporting on incidents, security activities, and site assessments.
• Compliance with legal and safety standards, including Public Liability Insurance (minimum R5,000,000).
• Provision of detailed riot control plans and resource deployment strategies for emergencies.
• Establishment of control rooms and facilities as per checklist requirements.

Skills and Experience Requirements

• Company profile demonstrating relevant experience in security guarding services, with at least two client references on client letterhead detailing similar projects.
• Valid PSIRA registration and minimum Grade A security certification with at least 3 years’ experience for the Operations Manager.
• Provision of qualified security personnel with valid firearm licenses and competency certificates.
• Demonstrated capacity to deploy and manage security personnel, including shift management, supervision, and monitoring.
• Technical capability to install and operate active guard tracking systems and other security equipment.
• Ability to develop and implement riot control and emergency response plans.
• Provision of a fully equipped control room, including communication systems, first aid, and safety equipment.
• Compliance with legal, safety, and industry standards, including Public Liability Insurance and adherence to PSIRA regulations.
