Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver 24-hour security guarding services at various IDFC properties in KwaZulu-Natal under Cluster 3. The aim is to ensure the safety, security, and effective management of the properties through professional security services.

Scope

The scope includes:

• Provision of 24-hour security guarding services at multiple IDFC properties within Cluster 3 in KwaZulu-Natal.
• Deployment of unarmed guards (Grade C) during the day and armed guards (Grade C) for night shifts, including supervisors.
• Management of security activities across specified sites such as shopping centers, offices, factory units, and other facilities.
• Installation and operation of active guard tracking/monitoring systems.
• Provision of patrol vehicles, uniforms, equipment, and other security resources.
• Implementation of riot control and emergency response plans.
• Reporting, supervision, and coordination with IDFC representatives.

Technical Requirements

The technical proposal must include:

• Company profile and relevant experience, including references from at least two clients for similar services.
• Details of equipment, uniforms, patrol vehicles (with registration and lease agreements), and monitoring systems, supported by images or descriptions.
• Deployment and staffing plans, including shift management, supervision, and resource allocation.
• Riot control and emergency response plans, detailing deployment strategies, vehicle use, firearms, and response times.
• Active guard monitoring system with features such as patrol reminders, predefined rounds, and reporting capabilities.
• Standard Operating Procedures (SOPs) for incident response, threat management, and reporting protocols.
• Proof of control room facilities, including address, contact details, and compliance with security standards.
• Proof of valid firearm licenses and PSIRA registration for security personnel.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Company must have a minimum of Grade A PSIRA certification with at least 3 years’ experience in security management.
• Security guards must hold valid PSIRA registration, firearm competency certificates, and wear proper ID cards with name, surname, PSIRA number, employee number, and photo.
• Supervisors and security personnel must demonstrate competence in security procedures, incident reporting, and emergency response.
• Deployment of trained personnel capable of riot control, patrol monitoring, and incident management.
• Ability to install and operate active guard tracking systems and respond effectively to security threats.
