Objectives

The primary objective of this tender is to appoint a qualified service provider to render 24-hour security guarding services for the KwaZulu-Natal Department of Human Settlements at two specified locations in Pietermaritzburg, for a period of 36 months.

Scope

The scope involves providing comprehensive security guarding services at the Department's premises located at 203 Church Street and 199 Pietermaritz Street in Pietermaritzburg. The services are to be delivered continuously over a period of three years, ensuring the safety and security of the Department's facilities.

Technical Requirements

• Provision of 24-hour security guarding services at the specified locations.
• Development and implementation of response plans for various security incidents, including security breaches, labour unrest, fire and bomb scares, natural disasters, threat and risk assessments, and standing operating procedures compliant with relevant legislations such as PSIRA Act, Disaster Management Act, OHS, and others.
• Demonstration of previous experience in providing similar security services to public or private sector clients within the last five years, with proof of projects valued at not less than R1,000,000 each.
• Verification of references and experience through official reference letters on client letterhead, including project details, contract duration, value, and contact information.
• Adherence to the Department’s evaluation criteria, including traceable references and proven track record.

Skills Requirements

• Qualified security personnel with relevant training and certification as per PSIRA standards.
• Capability to develop and execute security response plans and risk assessments.
• Experience in managing security operations and coordinating with emergency services during incidents.
• Ability to provide detailed curriculum vitae of key personnel involved in the service delivery.
• Proven ability to implement standing operating procedures and comply with relevant legislations and prescripts.
• Demonstrated experience in handling security incidents such as breaches, unrest, fires, and natural disasters effectively.
