Objectives

The primary objective of this tender is to appoint a qualified service provider to render cleaning services at the Department of Economic Development, Tourism and Environmental Affairs (EDTEA) for a period of 36 months. The contract aims to ensure the provision of comprehensive cleaning services to EDTEA offices, including interior and exterior building maintenance, window cleaning, waste disposal, and vehicle washing, thereby maintaining a clean and hygienic working environment.

Scope

The scope of work encompasses:

• General cleaning of interior spaces, including offices, common areas, passages, and fire escapes across EDTEA premises located at Ministry, 181 and 187 Hoosen Haffejee Street, Pietermaritzburg.
• Cleaning of building exteriors, windows, doors, ledges, and nameplates.
• Supply and maintenance of cleaning equipment, tools, and consumables.
• Waste collection, disposal, and disinfection of refuse bins.
• Cleaning of toilets and ablution facilities, including supply of sanitary items, toilet paper, soap, and deodorants.
• Washing of government vehicles.
• Adherence to specified cleaning frequencies (daily, weekly, quarterly, monthly) for different areas and items.

Technical Requirements

The technical requirements include:

• Provision of experienced and qualified cleaning personnel, including supervisors and general cleaners, with CVs demonstrating relevant experience.
• Compliance with all applicable legislation, safety standards, and industry regulations, including registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI) and COIDA registration.
• Provision of adequate supervision, uniforms, and necessary cleaning equipment in good working order.
• Implementation of environmentally responsible cleaning practices, including waste segregation and recycling.
• Adherence to specified cleaning frequencies and quality standards outlined in the scope of work.
• Regular reporting and communication with EDTEA officials regarding service delivery and issues.
• Provision of proof of registration with relevant statutory bodies and compliance with tax and labor regulations.

Skills Requirements

The successful service provider must possess:

• Experience in providing cleaning services to government or corporate clients, supported by reference letters and project documentation.
• Qualified supervisory staff with at least 3-5 years of relevant experience and CVs demonstrating expertise.
• Knowledge of health and safety regulations, environmental standards, and industry best practices.
• Ability to manage and coordinate a team of cleaners effectively, ensuring consistent service quality.
• Strong communication skills in English and/or isiZulu for effective supervision and reporting.
• Capacity to supply and maintain cleaning equipment and consumables throughout the contract duration.
• Proven track record of maintaining high standards of cleanliness and hygiene in similar settings.
