Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive cleaning services for the Department of Public Works & Infrastructure at Makhanda Artisan Centre and Addo the Kraal Building in Sarah Baartman District. The contract aims to ensure the cleanliness, hygiene, and safety standards of the specified sites are maintained over a period of twenty-four (24) months.

Scope

The scope encompasses cleaning and maintenance activities at two sites:

• Makhanda Artisan Centre: including cleaning of floors, offices, ablutions, kitchens, storerooms, and external areas.
• Addo the Kraal Building: similar cleaning services covering offices, ablutions, parking areas, and surrounding grounds.

Specific activities include sweeping, dusting, disinfecting, waste removal, window cleaning, grass cutting, shrub pruning, pest control, and fleet vehicle cleaning, among others. The services are to be rendered on a scheduled basis with provisions for ad hoc requirements.

Technical Requirements

The technical requirements specify adherence to:

• Compliance with the Occupational Health and Safety Act, 1993, and related regulations.
• Development and implementation of a comprehensive Health & Safety Plan and Safety File.
• Provision of qualified and competent personnel, including a designated supervisor.
• Use of approved cleaning materials, equipment, and PPE, with certificates of compliance.
• Regular inspections, audits, and incident reporting procedures.
• Adherence to environmental and waste disposal standards.
• Specific site activities such as pest control, window cleaning, and landscaping to follow safety and environmental protocols.

Skills and Competency Requirements

The tender mandates that bidders demonstrate:

• Proven experience in providing cleaning and facility maintenance services.
• Knowledge of occupational health and safety regulations and best practices.
• Qualified personnel with relevant training and certifications, including supervisors and safety officers.
