Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive Employee Wellness and Health Programme (EWHP) services to the National Nuclear Regulator (NNR) over a three-year period. The goal is to establish a sustainable, confidential, and accessible wellness service that supports employees' personal and social wellbeing, addresses personal and work-related issues, and promotes a healthy organizational environment, even during pandemics or crises.

Scope

The scope includes:

• Provision of 24/7, 365-day employee wellbeing and social support services via toll-free telephonic counselling, face-to-face, virtual, email, or SMS channels.
• Health screening services such as body composition analysis, blood pressure measurement, blood glucose, cholesterol testing, HIV testing and counselling, with individual reports and interventions.
• Implementation of wellness initiatives, educational sessions, and employee inductions (minimum twice annually), with options for on-site or virtual launches.
• Promotion and marketing of the programme through physical and digital materials, including wallets, posters, and pamphlets.
• Support for management and employees in identifying and responding to health and wellness issues, including training for leaders and staff.
• Organizing at least eight wellness-related events annually, including World AIDS Day, Wellness Days, mental health interventions, and pandemic management programs.
• Case management, confidentiality, and data security measures to ensure privacy and compliance with legal standards.
• Reporting on utilisation, trends, and feedback, with specific emphasis on employee satisfaction and programme effectiveness.

Technical Requirements

The technical specifications include:

• Registration and accreditation with relevant professional bodies such as HPCSA and EAPA-SA.
• Qualified practitioners with appropriate certifications and experience in employee assistance, health promotion, and counselling.
• Provision of comprehensive health screening and wellness interventions, including trauma response and risk mitigation services.
• Development and delivery of educational content, wellness events, and communication strategies aligned with organisational goals.
• Implementation of case management systems with secure handling of personal and health data.
• Preparation of detailed implementation and management plans, including personnel responsible, timelines, and methodologies.
• Provision of regular reports, including utilisation statistics, trend analysis, and employee feedback, within specified timeframes.
• Adherence to legal and legislative frameworks, including the Protection of Personal Information Act (POPIA) and other relevant laws.

Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering employee wellness, health promotion, and assistance programmes, supported by reference letters and client testimonials.
• Qualified health professionals registered with HPCSA and certified Employee Assistance Professionals (EAPA-SA).
• Capability to develop and execute comprehensive wellness strategies, including health screenings, mental health support, and crisis management.
• Strong project management skills to ensure seamless implementation, monitoring, and reporting.
• Expertise in communication, marketing, and stakeholder engagement to promote programme utilisation.
• Ability to handle confidential information securely and comply with all relevant legal requirements.
• Capacity to provide multilingual support and culturally appropriate services to a diverse workforce.
• Proven track record of delivering similar services within the public or private sector, with measurable outcomes.
