Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive general cleaning services to G-fleet management offices located at Bedfordview and Koedoespoort. The aim is to ensure clean, hygienic, and well-maintained office environments over a contract period of three years, adhering to specified standards and regulations.

Scope

The scope encompasses cleaning services across multiple facilities within the Bedfordview and Koedoespoort offices, including offices, toilets, kitchens, workshops, security houses, and other designated areas. The services include cleaning of floors, windows, blinds, office bins, toilets, showers, and other specified facilities, with frequency and resource requirements detailed for each location. The scope also covers provision of cleaning equipment, machinery, uniforms, safety gear, and other consumables necessary for service delivery.

Technical Requirements

• Attendance at a compulsory site briefing session.
• Submission of all mandatory documents including signed SBD forms, joint venture agreements (if applicable), valid COIDA certificate, Public Liability Cover, tax compliance status, CIPC registration, and CSD registration.
• Provision of a detailed project plan outlining key tasks, monitoring, quality management, deployment organogram, contingency and risk mitigation plans, resource allocation, and health and safety measures.
• Demonstration of company experience with at least five similar completed cleaning projects, supported by reference letters.
• Use of SABS/SANS approved cleaning chemicals, supported by a letter of intent from suppliers.
• Provision of relevant machinery, equipment, and consumables, including janitorial trolleys, vacuum cleaners, scrubbing machines, uniforms, safety shoes, and cleaning tools, with commitment letters confirming availability.
• Functionality scoring based on criteria such as team composition, company experience, chemical use, project plan quality, resources, and equipment.

Skills Requirements

• Qualified site supervisors with minimum of 2 supervisors possessing relevant skills, training, and at least 2 years of supervisory experience, supported by CVs and qualifications.
• Company experience in delivering cleaning services, with at least five contactable client references for similar projects.
• Knowledge and application of SABS/SANS standards for cleaning chemicals.
• Ability to develop and implement detailed cleaning and quality management plans.
• Provision of adequate resources, including machinery, cleaning consumables, uniforms, safety gear, and cleaning tools, supported by commitment letters.
• Understanding of health and safety regulations and environmental standards relevant to cleaning operations.
