Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive physical security services at the Judicial Inspectorate for Correctional Services (JICS) Head Office in Centurion for a period of thirty-six (36) months. The aim is to ensure the safety and security of JICS employees, visitors, assets, and premises in accordance with relevant legislation and standards.

Scope

The scope of work includes:

• Monitoring and controlling access to the premises, vehicles, and personnel, ensuring proper recording and authorization for removal of assets.
• 24/7 physical patrolling of the premises during and after working hours.
• Physical guarding of the premises, assets, and properties.
• Escort duties for clients and service providers/contractors as required.
• Provision of additional security during labour unrest, protests, or emergencies.
• Provision of security clearance for all relevant employees and directors.
• Maintenance of operational control room and communication systems.

Technical Requirements

The service provider must:

• Operate an immovable control room within 100 km radius of the JICS building, equipped with 24-hour communication lines (email and mobile).
• Maintain a base radio station and functional two-way radios.
• Own licenced, roadworthy company vehicles registered in the company or director’s name.
• Supply and install stainless steel Guard Track Patrol Buttons.
• Provide unarmed security officials with minimum qualifications:
• Security guards: Grade 10 minimum, PSIRA Grade C, South African citizens, able to communicate in English, aged above 21.
• Supervisors: Grade 12 minimum, PSIRA Grade B, relevant security qualification, South African citizens.
• Provide minimum security equipment for day and night shifts, including radios, handcuffs, torches, scanners, registers, pens, and cell phones.
• Ensure staff wear full corporate uniforms, weather-appropriate, with name tags.
• Include quotation for armed response services.

Skills Requirements

The security personnel must:

• Be unarmed, with valid PSIRA certificates and relevant security grading.
• Have minimum Grade 10 qualification for guards and Grade 12 for supervisors.
• Be able to read, write, and communicate effectively in English.
• Be above the age of 21.

Additional skills include:

• Ability to operate communication equipment effectively.
• Capability to respond promptly to emergencies and incidents.
• Competence in escort duties and incident reporting.
