Objectives

The primary objective of this tender is to appoint a service provider responsible for the removal of illegal electricity connections within Ngwathe Local Municipality. The service is to be rendered on an as-and-when-required basis over a period of three years, ensuring the disconnection and proper removal of unauthorized electrical connections to enhance safety, compliance, and municipal infrastructure integrity.

Scope

The scope of work includes:

• Conducting regular inspections across various municipal areas to identify illegal connections.
• Investigating and verifying reports of suspected illegal connections from residents, authorities, or other sources.
• Using electrical testing equipment and techniques to confirm illegal connections.
• Maintaining detailed logs and documentation, including photos and descriptions of illegal connections.
• Infiltrating affected areas periodically, gathering evidence (photos/videos), and arranging arrests in conjunction with police, as instructed by NLM.
• Disconnection and removal of illegal connections, ensuring infrastructure is not damaged and safety protocols are followed.
• Proper insulation of wires where access is restricted, and removal of wires up to the boundary of the illegal connection area.
• Restoring or replacing metering systems and infrastructure affected during removal.
• Providing reports, progress updates, and community engagement regarding illegal connection removals.
• Responding to emergency requests and providing ongoing monitoring to prevent reoccurrence.
• Ensuring environmental standards are met in waste disposal and material handling.
• Providing security, including guards and risk management, during operations.
• Participating in site risk assessments and complying with health, safety, and legal regulations.

Technical Requirements

The technical scope mandates:

• Qualified electrical personnel with trade test certificates and relevant experience.
• Security personnel with firearm licenses and PSIRA registration, capable of managing high-risk situations.
• Proper electrical tools and equipment, including off-road capable transport, safety gear, and testing devices.
• Adherence to safety standards, hazard identification, and risk assessments, with execution within specified timeframes.
• Provision of evidence, reports, and documentation for each illegal connection removed.
• Compliance with national legislation such as the Electricity Regulation Act and Occupational Health and Safety Act.
• Coordination with SAPS and municipal authorities for arrests and evidence gathering.
• Environmental responsibility in waste disposal and material handling.

Skills Requirements

The tender specifies the following skills and qualifications for personnel:

• Electrical Supervisor: Minimum of one qualified electrician with a trade test certificate (Red Seal) and at least three years’ experience. CV to be attached.
• Artisan Assistants: Minimum of three assistants with at least three years’ electrical experience, CVs to be attached.
• Security Supervisor: PSIRA registered Grade A security supervisor with at least three years’ supervisory experience in similar services. CV to be attached.
• Security Guards: Grade E, D, C registered guards with at least three years’ experience, PSIRA registered, CVs to be attached.
• Other personnel: Must have relevant experience in investigation, evidence gathering, and court testimony if required.

All key personnel must be replaced with equally qualified personnel if removed during the contract period. The service provider must demonstrate capacity, experience, and reliability to deliver the scope of work effectively.
