Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive security guarding services for the Department of Land Reform and Rural Development (DLRRD) in the Free State Province. The services aim to ensure the safety and security of departmental assets, personnel, property, and information across multiple offices and facilities for a period of thirty-six (36) months.

Scope

The scope encompasses the provision of security guarding services at various departmental offices and facilities within the Free State Province, including but not limited to:

• Deeds Office, Bloemfontein
• Surveyor General & SPLUM, Bloemfontein
• Lejweleputswa District Office, Welkom
• Thabo Mofutsanyana District, Bethlehem
• Fezile Dabi District, Sasolburg
• RLCC, Bloemfontein
• Additional property and farm sites as required

Services include 24/7 security patrols, access control, incident reporting, emergency response, and the installation and maintenance of security infrastructure such as guard houses and patrol systems.

Technical Requirements

The technical scope includes:

• Provision and installation of guard houses with specified specifications (size, materials, security features)
• Deployment of trained security officers with appropriate PSIRA grades (Grade A for managers, Grade B for supervisors, Grade C for guards)
• Implementation of electronic security systems including patrol monitoring software, electronic occurrence books, communication devices (radios, cell phones), detection equipment (metal detectors), and guard patrol systems
• Regular inspections, patrols, and reporting, including hourly patrols, joint handovers, and daily inspection logs
• Conducting thorough security screening and background checks of all deployed personnel
• Compliance with statutory and regulatory requirements (PSIRA registration, COIDA, PSSPF, Labour Laws)
• Provision of uniforms, equipment, and necessary security aids at own cost
• Development and implementation of emergency and contingency plans, including labour unrest procedures
• Reporting and documentation, including incident reports, inspection logs, and compliance records

Skills Requirements

The successful bidder must demonstrate:

• Proven capacity and experience in security guarding services, with at least 5 years of relevant operational experience
• Capability to deploy and manage security personnel at multiple sites simultaneously
• Qualified personnel with valid PSIRA Grade A/B certificates and relevant security management experience
• Ability to provide comprehensive training, induction, and refresher courses for security officers
• Technical competence in operating security systems, patrol monitoring software, and incident management tools
• Capacity to conduct background checks, screening, and ongoing compliance monitoring
• Strong organizational and reporting skills, with the ability to produce detailed incident and inspection reports
• Compliance with all statutory and regulatory security industry standards and legislation
