Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive security guarding services for the Department of Land Reform and Rural Development (DLRRD) in the Northern Cape for a period of thirty-six (36) months. The services aim to ensure the safety and security of departmental offices, assets, personnel, and information across specified locations within the province, including emergency and ad hoc security support as needed.

Scope

The scope of work encompasses:

• Provision of 24/7 security guarding services at multiple departmental offices and facilities in Kimberley, Upington, Springbok, and other locations within the Northern Cape.
• Security services at various buildings, including court, deeds, compound, and district offices, with specific requirements for each site.
• Security at farms, projects, and other departmental properties on an emergency basis.
• Implementation of security systems such as patrol monitoring, electronic occurrence books, communication devices, detection equipment, and surveillance systems.
• Conducting thorough screening of all security personnel and supervisory staff within three months of contract commencement.
• Maintaining security registers, access control, and ensuring protection of personnel, assets, and information.
• Providing additional security services at other properties or events as required, including deployment of vehicles, dogs, armed guards, and temporary facilities.
• Ensuring compliance with statutory and regulatory requirements, including PSIRA registration, labor laws, and industry standards.

Technical Requirements

The technical requirements include:

• Deployment of qualified security officers with valid PSIRA registration (Grade A for managers, Grade A/B for operational staff).
• Provision of necessary security equipment such as patrol systems, communication devices, detection tools, flashlights, batons, handcuffs, and uniforms.
• Establishment of a fully operational control room with communication systems, incident management software, and electronic occurrence books.
• Implementation of electronic guard patrol systems with remote monitoring capabilities, daily patrol reporting, and deviation management.
• Conducting regular inspections, patrols, and handover procedures, including joint inspections and detailed reporting.
• Provision of comprehensive training and induction for security officers, including site-specific protocols and emergency procedures.
• Adherence to statutory obligations such as UIF, COIDA, PSSPF contributions, and industry-specific regulations.
• Development and implementation of labour unrest and contingency plans.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience of at least five (5) years in security guarding services, with a minimum of three (3) completed projects totaling at least 60 months.
• Capacity to supply and manage a team of qualified security personnel, including security managers and site/area supervisors, with relevant PSIRA certifications and experience.
• Capability to establish and operate a control room with appropriate communication and incident management systems.
• Ability to conduct thorough personnel screening, background checks, and ongoing training.
• Capacity to provide and maintain all required security equipment, uniforms, vehicles, and other resources.
• Demonstrated compliance with statutory and industry standards, including PSIRA, NBCPSS, and relevant labor laws.
• Effective management and reporting skills, including incident reporting, risk assessments, and quarterly reviews.
