Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver accredited training on four specific unit standards related to upholstery and related skills. The training aims to equip 40 participants with practical and theoretical competencies in good housekeeping, basic engineering drawing interpretation, health and safety, and upholstery covering techniques. The overarching goal is to support skills development, facilitate employment or entrepreneurship opportunities, and promote sustainable, green practices within the Department’s broader socio-economic and environmental initiatives.

Scope

The scope encompasses the provision of accredited training over a period of three months, covering the following unit standards:

• Comply with Good Housekeeping Practices (SAQA ID: 117416)
• Read and Interpret Basic Engineering Drawings (SAQA ID: 117244)
• Apply Health and Safety to a Work Area (SAQA ID: 9964)
• Cover Prepared Frame Using Basic Upholstery Hand Tools (SAQA ID: 117150)

The training must include classroom instruction, practical demonstrations, assessments, and portfolio of evidence submissions. The service provider will also be responsible for providing training manuals in English and isiZulu, conducting assessments, issuing certificates, and ensuring learner data is uploaded onto the FPMSETA NLRD system.

Technical Requirements

• Delivery of training aligned with the specified unit standards, totaling 59 days of instruction.
• Training to be conducted in a manner that balances 65% practical and 35% theoretical content.
• Facilitators must be bilingual (English and isiZulu) and capable of delivering training in both languages.
• Provision of training manuals and practical training materials for 40 participants.
• Implementation of a training ratio of 1 facilitator per 20 participants.
• Completion of assessments, certification, and uploading learner details onto the FPMSETA NLRD system before final invoicing.
• Adherence to the project timeline of three months post-contract signing.

Skills Requirements

• Registered and accredited training service provider with FPMSETA.
• Proven experience in delivering accredited training on the specified unit standards, with at least 2-5 successful projects and contactable references.
• Qualified key personnel including:
  • One Training Coordinator with a minimum of three years’ experience in skills development or training management.
  • Two Training Facilitators with 1-3 years’ facilitation experience in upholstery or furniture manufacturing, holding relevant qualifications (e.g., ND/NQF Level 6 or equivalent).
  • One Assessor registered with FPMSETA with 1-3 years’ experience in assessing furniture or related courses.
  • One Moderator with similar registration and experience as the assessor.
• Ability to develop and implement a detailed training methodology.
• Capacity to produce training manuals in English and isiZulu.
• Competence in conducting assessments, issuing certificates, and uploading learner data onto the relevant national systems.
• Strong organizational, reporting, and compliance skills aligned with PFMA and EPWP guidelines.
