Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to render twenty-four (24) hour physical security services at the Municipal Demarcation Board (MDB) offices for a period of sixty (60) months. The security services aim to ensure the safety and security of MDB premises, staff, and assets, including monitoring access control and providing security personnel during all hours, including public holidays.

Scope

The scope of work includes:

• Provision of five (5) security guards to operate at MDB offices, including public holidays.
• Postings of security officers at designated points within the premises.
• Monitoring and controlling access to the premises and monitoring movement of personnel and visitors.
• Maintenance of access control operations in accordance with security standards.
• Provision of operational systems such as control rooms, patrolling devices, and security vehicles (minimum two in road-worthy condition).
• Ensuring security personnel are dressed in full uniform, equipped with necessary tools, and identifiable with ID cards.
• Continued security services in the event of MDB relocating premises within the Gauteng area.

Technical Requirements

The technical requirements include:

• Registration with the Private Security Industry Regulation Act, 2001 (Act 56 of 2001).
• Valid PSIRA registration and appropriate grading (Grade C Officer).
• Provision of certified copies of PSIRA certificates for all security personnel and Directors/Owners.
• Compliance with the Minimum Physical Security Standards (MPSS) and Access Control to Premises and Vehicle Act, 1985 (Act 53 of 1985).
• Implementation of a Project Execution Plan with clear timeframes for deployment and removal of assets.
• Operational infrastructure including a fully functional control room with strict access control, 24-hour communication systems, and emergency backup services.
• Provision of patrol devices, security vehicles, and communication equipment such as two-way radios.
• Provision of security personnel who are well-presented, trained, and equipped with necessary tools (baton, handcuffs, torches, declaration registers, ID cards).

Skills Requirements

The service provider's personnel must demonstrate:

• Minimum of five (5) years’ experience in providing physical security services within South Africa.
• Ability to provide contactable references for similar projects conducted within the last three (3) years.
• Competence in operating security systems, access control, and patrolling devices.
• Proper dress code and presentation, including full uniform and visible ID badges.
• Knowledge of relevant security legislation, standards, and best practices.
• Capability to develop and implement a Project Execution Plan aligned with the scope of work.
• Ability to conduct background checks and ensure ongoing compliance of security personnel with PSIRA requirements.
