Objectives

The primary objective of this tender is to appoint a qualified service provider to restore the flood damages sustained by the Kwanobuhle Post Office. The restoration aims to repair and refurbish the office fixtures, electrical systems, flooring, walls, and other affected infrastructure to return the facility to operational condition, ensuring compliance with relevant standards and safety regulations.

Scope

The scope of work includes:

• Repair and reconstruction of office fixtures, including counters with bulletproof glass, transfer shutes, cash trays, and related furniture, utilizing existing counters and equipment provided free of charge by SAPO.
• Reticulation and installation of electrical and communication cabling (CAT 6, alarm, calling systems) from counters to electrical distribution boards, routers, and alarm boxes, with conduits and wireways as specified.
• Preparation and painting of walls up to dado rail height, along with comprehensive cleaning of carpets and the entire office space to remove mud and soil.
• Compliance with legislative requirements such as the Occupational Health and Safety Act, electrical standards (SABS 0142), CIDB registration (category 1GB and 1EB), and registration with COIDA.

Technical Requirements

The technical requirements for the tender include:

1. Service Delivery: Conduct flood damage restoration as per the detailed specifications, drawings, and site assessments, restoring the office to its original operational state and issuing a Certificate of Compliance (CoC).
2. Legislative Compliance: Adhere to all relevant laws and standards, including occupational health and safety, electrical standards, municipal regulations, and CIDB registration with active status.
3. Experience and Certification: Demonstrate recent experience (within the past two years) in electrical maintenance or related services, supported by reference letters or certificates.
4. Insurance and Registration: Provide proof of public liability insurance (minimum R1 million), registration with COIDA, and registration on the Central Supplier Database (CSD).
5. Pricing: Submit a comprehensive, error-free pricing schedule in South African Rand (ZAR), including all costs such as labor, materials, equipment, VAT (15%), and consumables.
6. Bid Documentation: Complete all required forms (SBD1, SBD4), submit a valid CIDB certificate (minimum grade 1GB/1EB), and provide a signed Certificate of Acquaintance with bid documents.
7. Specific Goals: Preference will be given to bidders that are at least 51% Black-owned, supported by SANAS-accredited BEE certificates or sworn affidavits.
