Objectives

The primary objective of this tender is to appoint a qualified service provider to review and develop the District Municipality's Air Quality Management Plan (AQMP). The review aims to ensure the AQMP aligns with relevant legislation, policy frameworks, and guidelines, and to produce a comprehensive second-generation AQMP that includes baseline assessments, intervention strategies, and capacity building to improve air quality management within the district.

Scope

The scope of work encompasses:

• Developing and reviewing the existing AQMP in accordance with the National Environmental Management: Air Quality Act, 2004.
• Conducting baseline assessments including emission inventories, source identification, ambient air monitoring, and dispersion modeling.
• Reviewing the 2011 AQMP and formulating intervention scenarios and activities.
• Designing, printing, and disseminating the AQMP and related materials (including USBs and online platforms).
• Developing a Project Process Plan, Implementation Plan, Monitoring & Evaluation tools, and Capacity Building programs.
• Engaging stakeholders through research, meetings, workshops, and training to facilitate intergovernmental coordination and public participation.
• Developing future threat scenarios based on infrastructure and development plans, and modeling cumulative impacts.
• Building capacity within government departments and municipalities for effective air quality management.
• Delivering a draft and final AQMP, along with supporting reports and documentation.

Technical Requirements

The technical requirements include:

• Preparation of a Project Process Plan and baseline assessment reports.
• Validation and analysis of emission inventories, identification of data gaps, and development of a comprehensive emission source database.
• Application of appropriate dispersion modeling techniques aligned with South African guidelines (published December 2012).
• Development of scenarios for current and future air quality threats, including modeling of projected emissions for 2020, 2030, 2040, and 2050.
• Compilation of a baseline air quality status report, including ambient air quality data, emission contributions, and impact assessments.
• Design and printing of the AQMP document and supporting materials.
• Capacity development and stakeholder engagement activities.
• Provision of all input data, model files, and documentation for operational use by the Department.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in developing and reviewing air quality management plans, policies, and emission inventories.
• Qualified personnel with at least a Master’s or higher qualification (NQF 9) in Environmental Science, Chemical Engineering, or related fields, including a Project Team Leader with a minimum of 5 years' relevant experience.
• Key experts with at least 4 years' experience in air quality management, dispersion modeling, and stakeholder engagement, supported by CVs and references.
• Demonstrated capacity to conduct research, facilitate workshops, and produce comprehensive reports and technical documentation.
• Ability to design, print, and distribute the AQMP and related materials effectively.
• Capacity to develop intergovernmental coordination and public participation strategies.
• Experience in capacity building within government institutions for air quality management.
• Proficiency in using air dispersion modeling software compliant with South African guidelines.
