Objectives

The primary objective of this tender is to appoint a service provider to review and realign the Farmtogether Skills Training Programme with the Quality Council for Trade and Occupations (QCTO) model. The review aims to assess the current program, redesign learning and assessment materials, and pilot the realigned program to ensure its efficacy in enhancing operational efficiencies, productivity, and competitiveness of agricultural cooperatives.

Scope

The scope of work includes:

• Conducting a phased review of the existing Farmtogether program aligned to 7 unit standards at NQF Level 1, with a total of 180 notional hours.
• Redesigning learning and assessment materials to meet QCTO requirements and align with NQF Level 1 (learners) and Level 4 (facilitators).
• Registering the program with the QCTO.
• Piloting the realigned program in the provinces of Northwest and Mpumalanga.
• Evaluating the program’s impact on operational efficiencies in cooperatives through pilot testing.
• Delivering both electronic and hard copies of all materials, including the registration certificate or proof thereof.

Technical Requirements

The technical requirements include:

• Development of an inception report detailing project plan, governance, risk assessment, stakeholder engagement, and milestones.
• Preparation of a review report identifying modules affected, topics to be added or removed, credits, notional hours, and delivery methods.
• Registration of the program with QCTO within four months.
• Implementation of a pilot in two provinces, with evaluation of the program’s effectiveness.
• Compilation of a close-out report and handover of all materials and registration proof.
• Adherence to project timelines: total duration of seven months.

Skills Requirements

The service provider must demonstrate:

• Experience in developing and registering occupational qualifications with legislated accrediting bodies, particularly in the agriculture sector focusing on Plant and Animal Production.
• Proven track record with at least three completed projects in qualification development and registration within the agriculture field.
• Capability to design and align learning and assessment materials to NQF levels, with a focus on adult learners with low literacy levels.
• Ability to conduct pilot studies, evaluate program efficacy, and provide comprehensive reports.
• Strong project management skills, including stakeholder engagement, risk mitigation, and timely delivery of outputs.
• Technical expertise in curriculum development, assessment design, and quality assurance aligned with QCTO standards.
