Objectives

The primary objective of this tender is to appoint a qualified service provider to review and develop comprehensive guidelines for the creation of Land Reform and Rural Development Spatial Targeting Plans (LRRDSTP) at municipal level. The guidelines aim to ensure that spatial planning aligns with departmental strategies, policies, and legislation, facilitating equitable land access, security of tenure, and sustainable rural development. The process seeks to produce spatial targeting tools that guide land reform interventions, promote spatial justice, sustainability, efficiency, resilience, and good governance, and support integrated rural development.

Scope

The scope of the project includes:

• Reviewing existing policies, frameworks, and legislation related to land reform and rural development, including the National Spatial Development Framework (NSDF), Provincial Spatial Development Frameworks, and the 2024-2029 Medium Term Development Plan (MTDP).
• Aligning the guidelines with departmental strategies such as the Integrated Rural Development Sector Strategy (IRDSS) and the Land Reform and Rural Development Sector Plans (LRRSP).
• Developing spatial targeting guidelines that specify intervention areas, rural precincts, and land use patterns, ensuring alignment with municipal planning tools and frameworks.
• Incorporating GIS and geospatial data requirements, linking with existing GIS tools (e.g., Northern Cape Rural Development Tool, Land Use Planning Tools, Drone Program).
• Engaging stakeholders across departmental branches and relevant agencies for consultation and validation.
• Producing a final comprehensive guideline document, including SOPs, spatial delineation criteria, and implementation strategies.

Technical Requirements

The technical requirements for the project include:

• In-depth review of government policies, legislation, and existing spatial development frameworks.
• Development of a detailed methodology outlining project phases, milestones, and deliverables.
• Inclusion of GIS-based tools and geospatial data standards, ensuring compatibility with existing departmental GIS systems.
• Drafting of comprehensive guidelines that specify intervention area delineation, land use patterns, and spatial justice principles.
• Stakeholder engagement and consultation processes, documented through minutes, presentations, and reports.
• Provision of electronic and hard copies of the final guidelines, including open and print-ready files.
• Adherence to SDI Acts and other relevant legal frameworks governing spatial data and land reform.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in spatial planning, land reform, and rural development projects, with at least 3-5 years of relevant expertise.
• Strong knowledge of government policies, legislation (e.g., SPLUMA), and spatial development frameworks.
• Expertise in GIS and geospatial data management, including experience with GIS tools and spatial analysis.
• Capacity to review and synthesize policy documents, develop technical guidelines, and produce comprehensive reports.
• Effective stakeholder engagement and facilitation skills, with documented experience in multi-stakeholder consultations.
• Qualified personnel including a Project Leader with SACPLAN registration as a Professional Planner, and team members with relevant planning and geomatics qualifications.
• Ability to deliver high-quality outputs within tight timelines, with a track record of successful project management and reporting.
