Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, and maintain specialized electrical testing equipment for a period of three (03) years. The equipment includes relay test sets, cable fault locators, insulation testers, transformer test sets, power quality recorders, thermal scanners, multi-meters, voltage comparators, telescopic link sticks, extension ladders, and other related tools necessary for electrical testing and maintenance within the municipality's operational scope.

Scope

The scope encompasses the procurement, delivery, installation, calibration, and ongoing calibration of various electrical testing instruments over a three-year period. Specific items include:

• Three-phase universal relay test sets and commissioning tools
• Portable 16kV cable fault locators with accessories
• 25kV DC pressure testers
• Insulation testers (500V – 10,000V)
• Transformer test sets including Tan-Delta and winding resistance measurement
• Power quality recorders and calibration
• Thermal scanners, multi-meters, high voltage phase comparators, live line testers, and voltage detectors
• Telescopic link sticks and fiberglass extension ladders (Eskom specifications)

The equipment must meet detailed technical specifications, be delivered within specified timeframes, and be calibrated at accredited facilities at the end of the second and third years.

Technical Requirements

The technical requirements include:

• Robust and durable hardware with electronic components protected against overloads and faults
• Generation of both AC and DC signals with high accuracy and linear amplification
• Galvanic isolation of outputs and measurement inputs with insulation voltage of at least 2kV
• Multiple independent signal channels with adjustable amplitude, phase, and frequency
• Synchronization capabilities with GPS and IEEE 1588 PTP protocols, with timing accuracies of 1μs and 100ns respectively
• Ethernet and USB interfaces supporting modern communication protocols, including IEC61850 standards
• Manual, automatic, and sequenced testing functions with graphical display and real-time reporting
• Calibration of equipment at accredited test authorities at the end of the second and third years
• Compliance with safety standards, including proper grounding, surge protection, and overload protection

Skills and Skills Requirements

The successful service provider must demonstrate:

• Expertise in electrical testing and calibration of high and low voltage equipment
• Technical proficiency in operating and maintaining sophisticated electrical test instruments and software
• Capability to provide on-site support, training, and demonstrations to municipal engineers and technicians
• Experience in calibration at accredited laboratories and adherence to international standards
• Ability to provide ongoing technical support, troubleshooting, and maintenance services
• Knowledge of relevant standards such as IEC, IEEE, and local municipal requirements
• Capacity to manage logistics, delivery, and timely calibration of equipment over the contract period
